Tighten financial and budget discipline
The development and implementation of the 2022 Program on practicing thrift and combating waste is an important factor in creating resources to contribute to overcoming the consequences of epidemics, natural disasters, and climate change, creating momentum for economic recovery and development of the country, and protecting the environment.surecomplete the 2022 socio-economic development plan.
Therefore, the work of practicing thrift and fighting waste in 2022 needs to focus on effectively implementing tasks and solutions to remove difficulties for production and business, ensuring social order and safety to restore and develop the economy, striving to achieve the highest goals and tasks of socio-economic development set by the National Assembly to contribute to increasing the gross domestic product (GDP) by about 6-6.5%, the average GDP scale per capita is about 3,900 USD/person.
Accordingly, it is necessary to tighten financial and budgetary discipline; resolutely implement solutions to combat revenue loss, transfer pricing, tax evasion, and tax debt collection; strictly control state budget deficit. Thoroughly implement the viewpoint of thoroughly saving state budget expenditures (including investment and regular expenditures); continue to restructure the state budget, reduce regular expenditures, and increase the proportion of development investment expenditures.
Continue to thoroughly grasp the principles of publicity, transparency and the requirement to implement anti-waste right from the task determination stage; proactively review and prioritize expenditures according to the level of urgency, importance, and feasibility within the allocated state budget and other legally mobilized sources.
Only submit to competent authorities to issue new policies, projects, and tasks when really necessary and with guaranteed resources; fully estimate the funding needs to implement new policies, regimes, and tasks that have been decided by competent authorities; do not allocate budget estimates for policies that have not been issued.
In addition, we must resolutely innovate and reorganize the apparatus, reduce focal points, avoid overlap, streamline the payroll and restructure the team of civil servants and public employees.
Resolutely implement the work of rearranging, reorganizing, and innovating public service units to ensure they are streamlined, have a reasonable structure, have autonomous capacity, advanced management, and operate effectively and efficiently.
Resolutely promote disbursement of public investment capital
The overall program also clearly states the content of strengthening the management of public investment capital; resolutely promoting the disbursement of public investment capital plans associated with the effective use of public investment capital to contribute to promoting the construction and completion of necessary socio-economic infrastructure to enhance competitiveness, support production and business activities of people and enterprises, and attract other sources of social investment capital.
Along with that, public debt management is carried out in accordance with the provisions of the Law on Public Debt Management 2017 and guiding documents. The mobilization, management and use of borrowed capital must be associated with the restructuring of public investment and the orientation of mobilizing and using this capital source in each period; closely reviewing the plan for using ODA capital and preferential loans from foreign donors; resolutely eliminating unnecessary and ineffective projects. Loan capital must not be allocated for regular expenditure tasks.
At the same time, step up the implementation of the Law on Management and Use of Public Assets and documents detailing the implementation of the law, contributing to strict management, economical use, effective exploitation of public assets, prevention and control of loss, waste, corruption, and promotion of resources to regenerate assets and develop the socio-economy; actively implement national digital transformation, linking national digital transformation goals with goals of practicing thrift and combating waste in 2022.
Practice thrift and fight waste in all areas.
Practicing thrift and combating waste in 2022 will be carried out in all areas according to the provisions of the Law on Practicing Thrift and Combating Waste.
Specifically, in the management and use of regular expenditures of the state budget, in 2022, tighten fiscal discipline - state budget; ensure state budget expenditure is economical, effective and in accordance with the estimates approved by the National Assembly; resolutely innovate the organization and management system, improve the quality and efficiency of public service units in the spirit of Resolution No. 19-NQ/TW dated October 25, 2017; focus on converting public service units into joint stock companies according to the list approved by the Prime Minister in Decision No. 26/2021/QD-TTg dated August 12, 2021 to ensuresurein accordance with regulations, publicly and transparently, without causing loss of state assets.
The state budget does not support regular expenditures for self-sustaining public service units.sureAll investment and regular expenditures, public service units are self-insuredsureregular expenses. In 2022, direct support expenditures from the state budget will be reduced by at least 2.5%, and public service payrolls receiving salaries from the state budget will be reduced corresponding to the reduction in regular expenditures from the budget, aiming to reduce by at least 10% of the national average of public service units and 10% of public service payrolls receiving salaries from the state budget compared to 2021.

In the management and use of public investment capital, continue to effectively implement the provisions of the Public Investment Law No. 39/2019/QH14 and decrees guiding the law so that public investment capital truly plays a leading role, attracting investment capital from non-state economic sectors; create a clear change in strategic breakthroughs in infrastructure development, promote growth and ensure social security, especially investment in developing infrastructure systems under the public-private partnership method; implement savings from investment policies, only decide on investment policies for effective projects and projects that are suitable to the ability to balance public investment capital sources; ensuresure100% of public investment projects have full procedures according to the provisions of the Law on Public Investment.
In addition, the work of practicing thrift and combating waste in 2022 focuses on strengthening discipline and order in disbursing public investment capital, reviewing the allocation of capital to projects in accordance with the implementation progress and disbursement capacity; resolutely overcoming the situation of scattered, wasteful and ineffective investment; cutting out unnecessary and ineffective projects; cutting down the number of newly started projects, ensuring that each newly started project must have a specific explanation of the necessity, investment efficiency and compliance with legal regulations. Do not allocate central budget capital for newly started group C projects of localities, except in cases where the Prime Minister has given his opinion.
Strictly implement the recovery of land areas that are not in accordance with regulations.
In the management, exploitation and use of resources, the overall program clearly states the content of strict management, improving the efficiency of use, promoting economic and financial resources from land for economic development. Strengthening inspection and examination of land management and use and monitoring and urging the implementation of issued inspection and examination conclusions to detect, resolutely and completely handle violations, not allowing them to persist.
Strictly handle and recover land and water areas used in violation of the law, land used for the wrong purpose, against land use planning and plans, wasteful and ineffective use, land left fallow and encroached upon illegally.
