The point that is still controversial is how to specifically regulate, what is the alcohol concentration level... to ensure the rights of each individual in parallel with the interests of society; ensure economic benefits in parallel with the goal of traffic safety.

However, most importantly, whether from the perspective of "0 alcohol content" or "small percentage", it is necessary to base the regulations on scientific and practical grounds so that they can be put into practice and bring benefits to the people.

In fact, human life and health are always put first and the people's recent compliance with the regulation on strict penalties for violations of alcohol concentration has shown the benefits of this regulation. To be able to quantify these benefits, making the regulation more convincing, it is necessary to have the participation of many ministries, branches and units, to come up with specific figures, based on statistical results, research and analysis in a scientific manner, with comparison and comprehensive consideration with other benefits.
