Temporarily suspend the election of commune-level officials

The Central Organizing Committee has just issued Instruction No. 26-HD/BTCTW on the implementation of organizational arrangement, cadres, civil servants, and public employees of Party agencies, the Vietnam Fatherland Front, and socio-political organizations in localities implementing the arrangement of district- and commune-level administrative units in the period 2023 - 2030.

Accordingly, the election of commune-level cadre positions (including: secretary, deputy secretary of the Party Committee, chairman of the Vietnam Fatherland Front Committee, head of commune-level socio-political organizations) in administrative units that must be rearranged will be suspended from the date the provincial People's Committee submits to the Government the project on rearranging commune-level administrative units until the resolution of the National Assembly Standing Committee on the rearrangement of each corresponding administrative unit takes effect, except in cases where there is a vacancy for a head and no person in charge can be arranged according to regulations of the competent authority, then that position can be elected.

The arrangement and assignment of commune-level cadres after the arrangement of administrative units must be carried out synchronously and in connection between organizations in the political system. Priority shall be given to the arrangement and assignment of commune-level cadres with sufficient qualities, capacities, standards and conditions to equivalent positions or priority shall be given to the nomination for election to positions of cadres in commune-level administrative units when needed or priority shall be given to recruitment as civil servants (district and commune level) if qualified and qualified.

The Standing Committee of the provincial Party Committee shall lead, direct and guide the subordinate Party Committees to develop plans, roadmaps and implement arrangements to reduce the number of full-time cadres at the commune level, ensuring that no later than 60 months from the effective date of the decision to establish the organization, it shall comply with general regulations. In special cases, the Standing Committee of the provincial Party Committee shall report to the Central Organizing Committee to submit to the competent authority for consideration and decision.
