In recent years, the number of private schools in Hai Duong has continuously increased, helping to reduce pressure on public schools and meet people's needs.
Continuing the success and experience of the past 16 years from Marie Curie Secondary and High School on Luong The Vinh Street (Hai Duong City), the Marie Curie Hai Duong inter-level school system continues to invest in building Marie Curie II Secondary and High School on Tran Nguyen Dan Street and enrolling the first class of students for the 2024-2025 school year. Up to now, Marie Curie II Secondary and High School has invested nearly 200 billion VND to build modern teaching and learning facilities and equipment. The locations of the 2 schools are located in suitable areas, meeting the learning needs of students in Hai Duong City.
A representative of the Marie Curie inter-level school system said that Marie Curie Secondary and High School and Marie Curie II Secondary and High School are equipped with full and modern facilities. Each campus currently has 78 classrooms and functional rooms. In recent years, the educational quality of the Marie Curie inter-level school system has affirmed its brand, parents trust it, and the number of students studying there has increased every year. In the 2025-2026 school year, the two schools will continue to enroll nearly 1,000 grade 10 students and 350 grade 6 students.
In Cam Giang district, also newly established in 2024, Hung Phat Primary, Secondary and High School in Cam Giang town has enrolled its first class of students for the 2024-2025 school year.
Ms. Pham Thi Hang, Vice Principal of Hung Phat Primary, Secondary and High School, said that the school has spacious facilities and modern teaching and learning equipment. In addition to a team of highly qualified teachers, the school also designs a variety of training programs from the Ministry of Education and Training's program to vocational training, international training, foreign languages, etc.
The investment in building a school in Cam Giang town has well met the learning needs of students in the district, especially neighboring localities such as Thach Loi, Cam Hung, Cam Phuc, Cam Dien, Ngoc Lien, and even some localities of Bac Ninh province and Hung Yen province bordering Cam Giang. In the 2025-2026 school year, Hung Phat Primary, Secondary and High School will continue to enroll 450 10th grade students. The school has a semi-boarding kitchen and dormitory.
Construction started in September 2024, and up to now, the Hai Duong campus of the Japanese International School in EcoRivers urban area (Hai Tan ward, Hai Duong city) is urgently completing the items to be able to put into use at the beginning of the 2025-2026 school year. The school is divided into primary, secondary and high school blocks, designed and decorated according to age characteristics with a total of 100 classrooms and functional rooms. The school meets the learning needs of about 2,000 students in Hai Duong city and neighboring localities.
A representative of Hai Duong Japanese International School said that the investment in building the school at this time is to meet the province's need for an international-class school with international standard facilities and aiming to provide high-quality, qualified educational services.
If in the period 2013 - 2023, Hai Duong province only developed 2 more private high schools, from 2024 to now, there have been 3 more private schools, bringing the total number to 18 private high schools. In addition, since the beginning of the year, the People's Committee of Hai Duong province has allowed the establishment of 2 more private primary, secondary and high schools; 1 private primary, secondary and high school is in the process of applying for permission to establish. Notably, some businesses are also intending to invest in building 2 - 3 private schools in Hai Duong.
Representatives of several private schools with many levels in Hai Duong said that the sharp increase in the number of students in the coming years is a "golden" time to invest in building schools. The number of students is increasing, especially in areas with mechanical population growth such as Hai Duong City, Chi Linh City, Kinh Mon Town, Cam Giang District... while the number of public schools is limited. The quota for public high schools is also limited, leading to an increase in students' demand for non-public education.
In addition, many families with higher incomes can easily afford private school tuition. In particular, society increasingly values the quality of education, so the trend of switching to quality private schools is inevitable.
According to a reporter's survey, in the 2024-2025 school year, the province will have about 30,400 ninth graders. This number will increase sharply in the coming years. In the 2025-2026 school year, the number of ninth graders is expected to increase by about 3,800 compared to the 2024-2025 school year. In particular, in the 2026-2027 school year, it will increase by about 12,000 students. From the 2027-2028 school year to the 2029-2030 school year, although the number of ninth graders will decrease, it will still increase by an average of about 6,000-6,500 students compared to the 2024-2025 school year.
Doing simple calculations, if the quota for public high schools remains unchanged at about 15,500 students, then a large number of 9th graders will have to study in private high schools, Vocational Education - Continuing Education Centers and colleges, vocational secondary schools or other orientations. While Vocational Education - Continuing Education Centers can only accommodate 4,000 - 5,000 students, it is natural that students will seek out private schools.
This is the “golden” time for organizations and individuals to invest in education. With the number of students increasing as above, private schools will survive “healthily” for at least the next 5 years.
It can be seen that the number of private schools has increased sharply in recent times. This also proves that the policy of promoting the socialization of education and training that the Party, the State in general and Hai Duong province in particular have implemented is completely correct. The development of the private school system not only reduces the pressure on the State budget, reduces the pressure on public schools but also contributes to diversifying the education system, meeting the increasing needs of society.
However, in Hai Duong, the number of private high schools is not evenly distributed among regions. There are no truly high-quality private schools. Therefore, in addition to the attention of the Party and the State, private schools also need to develop a development roadmap and a specific, systematic training strategy; strengthen training links, invest in building practice and experimental centers, improve the quality of education and training to move towards high-quality schools.
The Department of Education and Training will continue to strengthen management of 10th grade high school enrollment at private schools for the 2025-2026 school year. Accordingly, private schools will develop specific and detailed enrollment plans for the department to review and approve. The enrollment plan must be widely publicized on the department's website or mass media. Students will only be admitted when they register their wishes to enter a private high school through the department's enrollment management system software.
Mr. Do Duy Hung, Deputy Director of Hai Duong Department of Education and Training
In fact, in the 2024-2025 school year, there is a situation where students have their applications "stuck" to be advised to enter high schools according to the wishes of teachers at some secondary schools in Hai Duong City. These are students who, through the quality of their studies, are unlikely to be admitted to public schools and intend to study at private schools.
However, when parents research to choose a good private learning environment for their children, they encounter the above barriers. For example, a student wants to enroll in Marie Curie Secondary and High School, but the teacher advises or directs him to another private high school and makes it difficult to withdraw his transcript. This not only violates the Education Law but also creates bad public opinion and unfairness in enrollment between private schools. Teachers of public secondary schools should let parents choose educational services according to their needs, and should not interfere too deeply. Only then will parents not be upset and will there be fair competition in enrollment. On the other hand, when students choose a learning environment to their liking, they can develop comprehensively.
Mr. Pham Quoc Khanh, representative of Marie Curie Hai Duong inter-level school system
The trend of developing private schools is inevitable. However, private schools also need to aim for a real, transparent, and clear educational environment to meet the needs of students and parents.
Accordingly, private schools need to develop clear and transparent admission criteria. Widely publicize admission criteria such as scores, conduct, academic achievements, extracurricular activities, or other factors that schools use to evaluate students...
Private schools can recruit students through a common exam for all students, or coordinate with educational agencies to organize entrance exams, to ensure fairness and transparency in student assessment. Organizing this exam is to ensure that students are assessed objectively, regardless of external factors.
Schools can develop scholarship and incentive policies to help reduce discrimination between students from different social classes. Publicize information about scholarships and incentives, ensure fairness in the admission process; encourage diversity in students, including students from different regions and different social groups, so that learning opportunities are not limited by social or economic factors.
Mr. Le Van Cuong (Hai Duong City)
