Department of Transport determined to transform digitally, towards smart transportation

In recent years, under the strong direction of the Provincial Party Committee and the Provincial People's Committee, the Department of Transport has made efforts to advise on many solutions to effectively implement the role of managing and operating transport to serve the socio-economic development of the province.

Realizing the role and effectiveness of digital transformation, the Department of Transport has proactively promoted the application of information technology, self-developed and put into use specialized software to perform the tasks of the industry such as: Traffic infrastructure management system; smart bus management system; shortening the time to issue and change driving licenses from 5 days to 1 day; shortening the time to issue new driving licenses from 10 days to 3 days; engineering geological data system in Hai Duong province; building a Chatbot automatic response system to handle work; vehicle information management system for vehicles entering prohibited roads; inland waterway port management system...

With the information technology platform that has been deployed, the Department of Transport has been reviewing the specific functions and tasks of the industry to continue promoting digitalization to build a database to effectively implement digital transformation of the transport industry, towards smart transport. In 2022, the Department of Transport will deploy the development of software for driver training management; management of inland waterway vehicles; management of specialized motorbikes; management of traffic safety and order data; management of administrative violations; shared database between teams on vehicle load control results, road patrol results; upgrading traffic infrastructure management software. The Department also coordinates with Hai Duong City, Chi Linh City and Kinh Mon Town to build smart cities, and handle "cold fines" for traffic violations to ensure traffic safety.


Department of Transport officers monitor and manage traffic infrastructure and supervise non-stop toll collection operations via software.

On the basis of the data systems digitized by the Department of Transport and the development of management software, it will be integrated into the contents and digital transformation programs of the province and the central government, and at the same time, gradually build and form an intelligent traffic system: Traffic Control Center (TCC); traffic and signal management system (TSC); closed-circuit television monitoring system (CCTV); traffic safety control system; traffic data collection system; propaganda system for traffic participants; automatic vehicle dispatching and positioning system; global positioning system (GPS) to build a new traffic system developed on the basis of modern information technology to improve the efficiency of the traffic system by significantly reducing 3 negative impacts (traffic congestion, traffic accidents and environmental pollution), reducing operating costs, improving safety and promoting socio-economic development.

In addition, the Department of Transport focuses on training human resources to create a foundation for new application processes with the goal of all leaders of sectors, departments, offices, and units having a deep understanding of e-government and digital transformation to direct the implementation of digital transformation at their agencies and units; 100% of leaders, civil servants, public employees, and employees in the agency are annually trained, fostered, coached, and updated on knowledge of digital transformation, digital skills, and digital technology. All officers in charge of digital transformation and information technology are annually trained, fostered, and coached on digital technology and have their training results assessed online through the national digital skills assessment and testing system.
