This is a request of Hai Duong Provincial People's Committee for districts, towns and cities to prevent violations of traffic infrastructure.
The Provincial People's Committee requires localities to handle traffic infrastructure violations in groups 1, 2, 3, and 5 before May 31; violations in group 4 before September 30.
According to the Department of Construction, in 2024, Hai Duong had 963 cases of traffic infrastructure violations. 809 cases (84%) were handled, with 154 cases (16%) remaining.
Among the unprocessed violations, there are 13 violations in groups 1 and 2; 129 violations in group 4 and 12 cases in group 5. Gia Loc district currently has the most with 45 violations, Thanh Mien has 37 violations...
The reason is that some localities have determined that some violations basically do not affect traffic safety or road safety. To stabilize the people's economy, the localities have requested to continue to exist until the State has a plan to expand the road or build essential works. When necessary, the localities will reclaim and hand over the land to the State, and the people will not receive compensation or support.
Some violations are mobile, occurring in clusters and cycles that are difficult to manage. Meanwhile, the local government force is still thin, and the maintenance of reoccupation after clearance is not regular...
Group 1 violations are violations of construction, leveling, and connection by organizations and enterprises in accordance with planning but lacking procedures as prescribed by law. Group 2 are violations of construction, leveling, and connection by individuals, organizations, and enterprises that are illegal and not in accordance with planning. Group 3 are violations of households living on both sides of the road constructing works within the road safety corridor (mainly permanent houses) on legal residential land. Group 4 are violations of households living on both sides of the road constructing works (mainly temporary houses, sheds, roofs, gates, fences, etc. in front of legal land) on illegal public land within the road safety corridor. Group 5 is a group of violations that frequently encroach on roadsides and sidewalks to hold markets, display stalls, advertise, gather construction materials, set up tents for funerals, weddings, etc. on the roads, causing traffic safety and urban beauty problems.
