It is expected that at the 7th Session, the National Assembly will consider 39 contents, including 24 contents related to legislative work; 15 contents related to socio-economy, state budget, supervision and other important issues.
On the morning of May 15, continuing the 33rd Session, the National Assembly Standing Committee gave opinions on preparations for the 7th Session of the 15th National Assembly.
Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong said that at the 7th Session, the National Assembly is expected to consider 39 contents, of which 24 are related to legislative work; 15 contents are related to socio-economics, state budget, supervision and other important issues.
The total working time of the National Assembly is expected to be 26 days; opening on May 20 and closing on the afternoon of June 27 (in which the National Assembly will work on Saturday, May 25 and Saturday, June 8).
The National Assembly will convene at the National Assembly House. The session will be held in two phases. Specifically, the first phase will be from May 20 to June 8, the second phase will be from June 17 to June 27, with a reserve date of June 28.
Explaining some issues, Mr. Bui Van Cuong said that there were opinions suggesting to consider the time to pass the draft Law on Social Insurance (amended) because the social insurance policy is a policy that follows the salary reform (while the salary reform will be implemented from July 1, 2024); other opinions suggested to postpone the time to submit this law project to the National Assembly for approval until the 8th Session of the 15th National Assembly.
The Secretary General of the National Assembly noted that the draft Law on Social Insurance (amended) has been directed by the Standing Committee of the National Assembly to closely coordinate with agencies to complete, ensuring majority consensus before submitting to the National Assembly; "carefully assess the impact of salary policy reform on pensions of retirees before and after July 1, 2024; those with low pensions, especially those who retired before 1995"; "submit to the National Assembly for consideration of passing the draft Law on Social Insurance (amended) at the 7th Session if it ensures sufficient conditions according to the provisions of the Law on Promulgation of Legal Documents."
Therefore, the Secretary General of the National Assembly proposed that the proposed Session Agenda still reflect the process of the National Assembly considering and approving this Law project; in case there are still many different opinions after discussion and no high consensus has been reached, the National Assembly Standing Committee will consider reporting to the National Assembly to decide to adjust the time of approval for this Law project according to the opinions of National Assembly deputies.
The Secretary General of the National Assembly said that recently, relevant agencies have actively and proactively coordinated closely to prepare content to ensure requirements in time for submission to the National Assembly.
Up to this point, the contents of the session have been reviewed and commented on by the National Assembly Standing Committee.
Although the preparation work has been closely directed by the National Assembly Standing Committee and relevant agencies have prepared in advance, currently, except for the contents that the National Assembly Standing Committee has reviewed and commented on at this session, many review reports and documents of some draft laws submitted to the National Assembly for approval at the session are still being finalized. Therefore, the Secretary General of the National Assembly requested relevant agencies to be more urgent in order to complete the preparation of the contents and send documents to National Assembly deputies before the opening of the session.
Through discussion, members of the National Assembly Standing Committee highly appreciated the efforts, attempts and very active and urgent working spirit of the National Assembly agencies, the National Assembly Office, the Government, ministries and branches.
Up to now, the contents presented to the National Assembly at the 7th Session have been carefully and thoroughly considered by the National Assembly Standing Committee.
National Assembly Standing Vice Chairman Tran Thanh Man requested the National Assembly's Social Affairs Committee and the Ministry of Labor, War Invalids and Social Affairs, along with relevant units, to continue to complete the draft Law on Social Insurance (amended) in a spirit of urgency and positivity; any remaining issues must be resolved in a reasonable and reasonable manner; and strive to be determined and resolute in passing it at the Session.
The Standing Vice Chairman of the National Assembly requested the Government to seek opinions from competent agencies on a number of contents such as: National target program on cultural development; draft Law on the Capital (amended); draft Law on Organization of People's Courts (amended)...
Along with that, supplement the dossier on the following contents: draft Resolution of the National Assembly on piloting the organization of urban government model and some specific mechanisms and policies for the development of Da Nang city; draft Resolution of the National Assembly on piloting the addition of some specific mechanisms and policies for the development of Nghe An province; finalizing the state budget in 2022; supplementing the Law and Ordinance Development Program for the draft Resolution on reducing the value added tax rate by 2%.
For extremely urgent and important contents, the Standing Vice President noted that they must be carefully considered. In addition, the Secretary General of the National Assembly closely coordinates with the Ethnic Council and the National Assembly Committees to advise on the time and agenda for the National Assembly Standing Committee to meet between the two sessions of the 7th Session to review, absorb, revise and complete draft laws and draft resolutions before submitting them to the National Assembly for voting.
The preparation of draft laws and draft resolutions before submitting them to the National Assembly for approval must be thorough, concise, clear, focused, and key; ensuring the quality of the content submitted to the National Assembly, creating high consensus.
