During the second working week of the 6th session, the National Assembly discussed and approved many important contents, including giving opinions on 2 options for withdrawing social insurance at one time.

According to the scheduled program, on November 20, the second session of the 6th session of the 15th National Assembly will continue. In this second session, the National Assembly will consider, discuss and approve many important contents and bills.
In particular, on Monday morning (November 20), the National Assembly discussed in the hall the results of supervising the settlement of voters' petitions sent to the 5th session of the 15th National Assembly.
On the same afternoon, the National Assembly discussed in the hall a draft resolution on applying additional corporate income tax according to regulations against global tax base erosion.
After that, Minister of Finance Ho Duc Phoc will, on behalf of the Prime Minister, present a report on the reduction of value-added tax and Chairman of the Finance and Budget Committee Le Quang Manh will present the review. The National Assembly will discuss this content in the remaining time.
The National Assembly will spend all day Tuesday (November 21) listening to reports related to judicial work.
Next, the meeting will discuss work reports of the Chief Justice of the Supreme People's Court and the Chief Prosecutor of the Supreme People's Procuracy; crime prevention and control; enforcement of judgments; and corruption prevention and control in 2023.
On Wednesday (November 22), the National Assembly will discuss the results of receiving citizens, handling petitions and resolving citizens' complaints and denunciations in 2023. Along with that, it will discuss the draft Law on Organization of People's Courts (amended).
Notably, on Thursday (November 23), the National Assembly spent the whole morning discussing the draft revised Law on Social Insurance.
In particular, the Government has proposed to gradually reduce the minimum number of years of social insurance contributions to receive pension benefits from 20 years to 15 years, aiming for 10 years with an appropriate benefit level. Reduce the age of receiving social pension benefits by 5 years compared to the current level.
One issue that has received much attention is that the Government has proposed two options for withdrawing social insurance at one time.
Option 1, the one-time withdrawal of social insurance is resolved with two groups of workers. Group 1 is those who participated before the amended Law on Social Insurance took effect (expected July 1, 2025), after 12 months of unemployment and if in need, they can withdraw social insurance one time.
Group 2 is people who start working and join the system after July 1, 2025 will not be able to withdraw social insurance at one time, except in cases as prescribed.
With option 2, workers will have 50% of their total time contributed to the Death Pension Fund resolved, the rest will be reserved in the system for future benefits.
The policy applies to employees who have paid insurance for less than 20 years and after 12 months are not eligible to participate in either the mandatory or voluntary sectors and want to withdraw at once.
During the National Assembly's group discussion, there were also many different opinions from delegates about these two options.
Along with discussing the revised Law on Social Insurance, in the afternoon, the National Assembly will discuss a number of contents with different opinions of the draft Law on Credit Institutions (revised).
On Friday (November 24), the National Assembly voted to pass the Law on Telecommunications (amended). Next, it discussed the draft Law on Roads.
In the afternoon, the National Assembly voted to pass the Law on Management and Protection of National Defense Works and Military Zones. At the same time, it discussed the draft Law on Road Traffic Order and Safety.
