Sharing the same sentiments as tens of thousands of other teachers in Hai Duong, Ms. Vu Thi Dung, a teacher at Ngoc Son Kindergarten (Hai Duong City) who has worked in the education sector for nearly 14 years, is very happy with the news that her salary will increase from July 1. Including basic salary, seniority allowance, job allowance, and position allowance, Ms. Dung's current salary is about 7.5 million VND/month.
Ms. Dung said she has two children in grades 3 and 6. With this salary and her husband's salary, the family's expenses must be carefully calculated to be enough, sometimes even lacking.
“From July 1, my salary will increase significantly, nearly 3 million VND/month. This is an important increase in the month to cover family living expenses," said Ms. Dung.
Many teachers are excited that this policy of adjusting the basic salary increase is suitable for the country's situation and is in line with the people's wishes; creating great motivation for many teachers to improve their lives and be more committed to their profession.
Ms. Nguyen Thi Hien, a teacher at Hung Dao Primary School (Tu Ky) has just been recruited for the public service for 2 years. Including all allowances, Ms. Hien's salary is nearly 5.3 million VND/month. From July 1, her salary will increase to about 7 million VND/month.
“I started working and teaching on contract in 2018, and I will be on the payroll at the beginning of 2023. During the 5 years I worked as a contract teacher, my salary was only around 4 million VND/month. I have 2 young children, so I have to be careful with my monthly expenses. From July 1, the salary has increased significantly, making me and many of my colleagues very excited. The increase in the basic salary will contribute to improving our lives, creating motivation to increase productivity and work efficiency, especially helping teachers to be more committed to their profession,” said Ms. Hien.

Like many other long-time teachers, Mr. Nguyen Van Hung, a teacher at Lac Long Secondary School (Kinh Mon), said that when he heard the news that seniority allowance would be abolished from July 1, he was very worried. During his 22 years of work, in addition to marking a long period of dedication to the teaching profession, seniority allowance also helped him cover his living expenses.
With 22 years of work, Mr. Hung is receiving a seniority allowance of about 1.4 million VND/month. Mr. Hung calculated that from July 1, he will receive about 2.2 million VND/month in seniority allowance. In addition to Mr. Hung, there are many teachers who have worked at the school for many years. Since hearing the news that seniority allowance will not be abolished along with the increase in basic salary, Mr. Hung and his colleagues have been happy.
“The seniority allowance is not just a salary but a recognition of my contributions to the education sector. I wish to keep this seniority allowance,” said Mr. Hung.
Hai Duong currently has about 27,000 teachers and administrators in public schools. Of these, thousands of teachers have incomes lower than the average per capita in urban areas of the province (5.7 million VND/month). Many teachers said that it was a triple joy because in addition to increasing the basic salary and not eliminating seniority allowances, preschool teachers and low-income teachers are also being supported by the province with 700,000 - 1 million VND/month. The support period is from the beginning of January 2024 to the end of December 2025. Hai Duong is one of the few localities with a separate support policy for teachers.
The seniority allowance for teachers is implemented according to the provisions of Decree No. 77/2021/ND-CP dated August 1, 2021 of the Government. Accordingly, teachers who participate in teaching and education and have paid compulsory social insurance for 5 years (60 months) will be entitled to a seniority allowance equal to 5% of their current salary plus leadership position allowance and seniority allowance exceeding the framework (if any). From the 6th year onwards, each year (12 months) will be calculated with an additional 1%.
