Notable highlights of the first phase of the 7th Session, 15th National Assembly

Completing important personnel work, questioning and answering questions that went straight to the point and provided many solutions to overcome difficulties,... were the highlights of the first session of the 7th National Assembly.

After 18 days of meetings with many carefully and elaborately prepared contents, the first phase of the 7th Session of the 15th National Assembly concluded late this afternoon (June 8) with many outstanding results; the content of the session was highly appreciated by National Assembly delegates.

The highlight was the National Assembly's election of the President and Chairman of the National Assembly; the completion of the personnel of the Deputy Prime Minister, Vice Chairman of the National Assembly, and Minister of Public Security for the 2021-2026 term; and the question-and-answer sessions that went straight into "hot" issues related to the fields of natural resources and environment, industry and trade, auditing, culture - sports and tourism.

Strengthening human resources

In a democratic and responsible atmosphere, the first working days of the 7th Session of the National Assembly carried out personnel work. This is one of the contents that people and voters nationwide are particularly interested in.

After 2 days of meetings and thorough discussions, ensuring strict compliance with Party regulations and State laws, and reaching high consensus and unity, on the morning of May 22, the National Assembly elected the National Assembly Chairman and President for the 2021-2026 term.

Accordingly, the National Assembly elected To Lam as President of the Socialist Republic of Vietnam for the 2021-2026 term; Tran Thanh Man as Chairman of the National Assembly of the Socialist Republic of Vietnam for the 2021-2026 term.

At Dien Hong Hall, under the sacred red flag with yellow star of the Fatherland, before the National Assembly and the people and voters nationwide, the President and the Chairman of the National Assembly took the oath: "Absolutely loyal to the Fatherland, to the people, to the Constitution of the Socialist Republic of Vietnam, striving to fulfill the tasks assigned by the Party, State and People".

Also in the first session of this session, the National Assembly passed a resolution approving the Prime Minister's proposal to dismiss General To Lam from the position of Minister of Public Security; and to complete the personnel of Deputy Prime Minister, Vice Chairman of the National Assembly and Minister of Public Security for the 2021-2026 term.

Specifically, the National Assembly voted to pass the Resolution to elect Nguyen Thi Thanh as Vice Chairwoman of the National Assembly; voted to pass the Resolution to approve the Prime Minister's proposal to appoint Le Thanh Long as Deputy Prime Minister for the 2021-2026 term and Luong Tam Quang as Minister of Public Security.

In addition, the 15th National Assembly also voted to pass a resolution approving the President's proposal for membership in the National Defense and Security Council for comrade Luong Tam Quang, the new Minister of Public Security.

Answer questions frankly, without beating around the bush

One of the next highlights of the first phase, the 7th Session, which voters nationwide are particularly interested in is the question and answer sessions taking place over 2.5 days, focusing on 4 groups of issues in the fields of: Natural resources and environment, industry and trade, auditing, culture - sports and tourism. The question and answer sessions are broadcast live on television and radio for voters and people to follow.

In each field, a number of key issues were also selected for discussion. For example, in the field of natural resources and environment, the content of the questions focused on the management, exploitation and protection of marine resources; solutions to prevent and combat drought and saltwater intrusion. Or the field of culture, sports and tourism focused on implementing tasks and solutions to stimulate and restore tourism; the field of industry and trade focused on many "hot" issues such as new generation electronic cigarettes, e-commerce fraud, etc.

During the question and answer sessions, 193 National Assembly deputies spoke, of which 162 deputies questioned and 31 deputies debated. The commanders of the four sectors related to the above fields, together with the Deputy Prime Minister and ministers, basically answered the related issues raised by the National Assembly deputies.

In the hallways of the National Assembly, many National Assembly deputies emphasized that the first round of question and answer sessions was very successful. Firstly, the National Assembly chose to present groups of questions that were harmonious between the economy and society. Secondly, the content of the questions responded to issues that the people and voters were concerned about.

During the questioning, the delegates focused on selected sectors and content groups, and asked very straightforward and specific questions. The preparation of the ministers and heads of sectors to answer the questions demonstrated their responsibility, through the preparation of reports sent to the National Assembly delegates a week in advance, even before the session, and specific updates during the session.

There were ministers and industry leaders who answered for the first time but were also very confident, as the National Assembly Chairman said, that they had "a firm grasp of the problem." In answering questions, the most important thing is to have a firm grasp and provide specific solutions.

In particular, although this was the first time he led the question and answer session at the 7th Session, with his extensive experience as a leader, National Assembly Chairman Tran Thanh Man demonstrated his ability to lead and connect flexibly and effectively between the questioners and the ministers, heads of sectors, and those answering the questions. This contributed to the success of the question and answer session at the session.

“Do not beat around the bush, do not be general, answer questions directly to the issues that the delegates are concerned about” is what the National Assembly Chairman always reminds ministers to ensure that the answers are clear about responsibilities, solutions, and effectiveness.

With some difficult and complicated questions, which are simultaneously the responsibility of relevant ministries and branches, the National Assembly Chairman also requested coordination to clarify and go to the bottom, so that explanations can be more thorough and better. The National Assembly Chairman also immediately redirected when the issues raised by delegates were beyond the scope of the questions, so that the questioning session would focus on the main points.

Discuss carefully to complete the draft Laws

Along with the above contents, in the first session of the 7th Session, the National Assembly also held plenary sessions and group meetings to give thorough and in-depth opinions on draft laws, monitoring reports, and the socio-economic situation.

In particular, in the first session of the session, the National Assembly discussed and gave opinions on the thematic supervision report "Implementation of Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies to support the Socio-economic Recovery and Development Program and resolutions of the National Assembly on a number of important national projects until the end of 2023".

With their working experience in ministries, branches, localities and from practice, from listening to the opinions of voters and the people, the delegates contributed many important opinions on the implementation of Resolution 43/2022/QH15 and the resolutions of the National Assembly on a number of important national projects. The opinions focused on analyzing the results achieved, shortcomings, limitations and causes, responsibilities in implementing the resolution, contributing many solutions to ensure results and greater effectiveness when issuing policies in urgent, urgent situations or when there are unexpected socio-economic fluctuations.

The delegates also contributed solutions to remove difficulties and obstacles, speed up the implementation of important national projects and effectively implement the policies of Resolution 43/2022/QH15 which has not yet been completed.

In particular, the National Assembly focused on clarifying a number of contents with different opinions of important draft laws such as: Road Law; Law amending and supplementing a number of articles of the Law on Property Auction; Law on Road Traffic Order and Safety; Law on Archives (amended); Law on Organization of People's Courts (amended); Law on Social Insurance (amended); Law amending and supplementing a number of articles of the Law on Security Guards; Law on Management and Use of Weapons, Explosives and Support Tools (amended); Law on Capital (amended); Law on National Defense Industry, Security and Industrial Mobilization; Law on Management and Use of Weapons, Explosives and Support Tools (amended); Law on Trade Unions (amended); Law on Prevention and Combat of Human Trafficking (amended); Law on Juvenile Justice.

During the discussion sessions, with a spirit of urgent work and a lively discussion atmosphere, the National Assembly deputies all spoke in a focused, specific, profound, objective, and comprehensive manner, demonstrating their concern, high responsibility, and practicality in both the content of specific provisions and legislative techniques, with full political, legal, and practical bases as a basis for agencies to absorb, revise, and perfect the draft laws.

Also at the first session of this session, the National Assembly discussed the investment policy for the North-South Expressway construction project in the West, Gia Nghia - Chon Thanh section; the draft Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province; piloting the organization of the urban government model and a number of specific mechanisms and policies for the development of Da Nang city; approving the 2022 state budget settlement...

As expected, the National Assembly will vote to pass laws and resolutions in the second phase, 7th Session by electronic voting.
