The educational policies that will take effect from January 2024 that are of public interest include: Professional title standards for university preparatory teachers, teaching content for ethnic minority children before entering grade 1, etc.

Preschool teachers are enthusiastic, love their jobs, and make efforts to stay in the villages and hamlets, helping the education career in mountainous areas with many difficulties to gradually improve and have positive changes.

Teachers do not need to have experience or initiative when considering Emulation Fighters.

The Law on Emulation and Commendation 2022, effective from January 1, 2024, has many noteworthy new points that are suitable for practice.

According to the new guidelines, in Article 23, Title of "Grassroots Emulation Fighter" of the Law on Emulation and Commendation 2022, individuals considered and proposed for the title of "Grassroots Emulation Fighter" are those who meet the standards of "Advanced Worker" or "Advanced Fighter".

Excellently completing tasks or having initiatives recognized by the facility or having scientific topics, scientific projects, scientific and technological works that have been accepted or being clever and creative in combat and serving combat recognized by the unit.

According to this guideline, the criterion of experience and initiative is no longer the only criterion when considering the title of Emulation Fighter at the grassroots level.

Standards for professional titles, appointments, and salary arrangements for university preparatory teachers

On November 28, 2023, the Ministry of Education and Training (MOET) issued Circular No. 22/2023/TT-BGDDT regulating codes, professional title standards, and appointment and salary classification of teachers at preparatory schools. This Circular takes effect from January 15, 2024.

The Circular specifies the tasks; standards for training and fostering qualifications; standards for professional competence and skills of pre-university teachers of each rank. Officials appointed to the professional titles of pre-university teachers prescribed in this Circular shall apply the corresponding salary table issued together with Decree No. 204/2004/ND-CP dated December 14, 2024 of the Government on salary regime for cadres, civil servants, public employees and armed forces, specifically as follows:

The professional title of pre-university teacher grade III is applied with the salary coefficient of civil servants type A1, from salary coefficient 2.34 to salary coefficient 4.98.

The professional title of pre-university teacher grade II is applied with the salary coefficient of civil servants type A2 (group A2.2), from salary coefficient 4.00 to salary coefficient 6.38.

The professional title of first-class university preparatory teacher is applied with the salary coefficient of type A2 civil servants (group A2.1), from salary coefficient 4.40 to salary coefficient 6.78.

Salary classification when appointed to a professional title is implemented according to the guidance in Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Minister of Home Affairs guiding salary classification when upgrading, transferring ranks, and changing types of civil servants and public employees and according to current regulations of law. When implementing the new salary policy, the classification to the new salary is implemented according to the regulations of the Government.

Regulations on teaching Vietnamese to ethnic minority children before entering grade 1

On December 11, 2023, the Ministry of Education and Training issued Circular No. 23/2023/TT-BGDDT regulating the teaching and learning of Vietnamese for ethnic minority children before entering grade 1. Effective from January 23, 2024, the Circular stipulates: Contents of teaching and learning Vietnamese for ethnic minority children before entering grade 1; organization of teaching and learning Vietnamese for ethnic minority children before entering grade 1; coordination between schools, families and society; responsibilities of relevant agencies, organizations and individuals.

According to the Circular, teaching and learning Vietnamese for ethnic minority children before entering grade 1 follows the following specific contents: Preparing the mindset for entering grade 1; forming basic learning skills; forming and developing listening and speaking skills; forming and developing reading skills; forming and developing writing skills. These contents are arranged in a scientific order, corresponding to 20 lessons, expressed through topics and themes that are close and suitable for children according to the orientation of approaching the learner's capacity and qualities.

Depending on the conditions of the classroom, teachers, children and living conditions in each locality, the Principal and the professional department will make a detailed plan for teaching and learning Vietnamese for ethnic minority children before entering grade 1 appropriately and effectively.

The People's Committees of provinces and centrally run cities shall proactively submit to the People's Councils of the same level decisions on personnel and funding to implement the teaching and learning of Vietnamese for ethnic minority children before entering grade 1 in the locality according to their prescribed authority. At the same time, direct the Department of Education and Training to preside over, guide, inspect and evaluate the organization of teaching and learning of Vietnamese for ethnic minority children before entering grade 1 in the locality according to the regulations of the Ministry of Education and Training.

Identify district and provincial level units that meet learning objectives

On December 11, 2023, the Ministry of Education and Training issued Circular No. 24/2023/TT-BGDDT regulating the assessment and recognition of "Learning Units" at the district and provincial levels. This Circular takes effect from January 26, 2024 and abolishes Circular No. 22/2020/TT-BGDDT dated August 6, 2020 of the Minister of Education and Training regulating the assessment and classification of Learning Units.

The Circular is issued to determine the level of meeting learning objectives of District-level and Provincial-level Units in each period, to plan for quality improvement, maintain and enhance learning activities of the unit; to publicly notify state management agencies and society about the current status of learning quality of the unit so that state agencies can evaluate, recognize or not recognize "Learning Units" at district and provincial levels.

Recognizing “Learning Units” at district and provincial levels aims to encourage investment and mobilize resources to support learning, create motivation for learning; ensure fair learning opportunities and favorable conditions for unit members to self-study and study regularly to become “Learning Citizens”, contributing to building “Learning Communities” at commune, district and provincial levels; promote lifelong learning, and build a learning society.
