Education regulations and policies effective from May 2023

A number of educational regulations and policies directly related to teachers and learners will take effect in May 2023.

New educational regulations and policies related to teachers and students that will take effect in May 2023 are all highly anticipated.

Amendment and supplement to the High School Graduation Exam Regulations

On March 24, 2023, the Minister of Education and Training (MOET) issued Circular No. 06/2023/TT-BGDĐ amending a number of regulations on high school graduation exams. The Circular takes effect from May 9, 2023.

Accordingly, the amendments and supplements are mainly related to technical and professional solutions to strengthen discipline and ensure fairness and objectivity in all stages of the exam. However, there are some new points directly related to candidates.

Firstly, in the exam registration stage, candidates who are grade 12 students will register for the exam online and the Ministry of Education and Training notes that candidates must fill in all information and evidence related to priority rights (if any).

Second, the new regulations specify the items that candidates are allowed to bring into the examination room. Apart from the permitted items, other items will not be allowed into the examination room.

In particular, candidates will not be allowed to bring audio and video recorders that can record information but cannot transmit or receive information directly without supporting equipment. In previous years, the Ministry allowed this with the aim of increasing channels for detecting cheating in the exam room. The Circular takes effect from May 9, 2023.

Issuing regulations on training at college level in preschool education

The Regulations on training in college level in preschool education were issued by the Ministry of Education and Training with Circular No. 07/2023/TT-BGDDT dated April 10, 2023. Applicable to courses enrolled after the effective date of the Circular and replacing Circular No. 24/2019/TT-BGDDT dated December 26, 2019 of the Minister of Education and Training.

This regulation stipulates the training of college level in preschool education including: training program and study time, training organization method, training form, training association, planning and organization of teaching and learning, assessment of learning outcomes and granting of graduation certificates...

The regulations allow students who want to become preschool teachers to transfer training institutions when they meet the prescribed conditions.

The regulations also stipulate that students are considered to transfer from regular training to part-time training at the training institution if they still have enough study time according to the regulations for the transfer form.

The Circular takes effect from May 25, 2023.

Adjusting regulations on professional title standards and appointment and salary arrangement for teachers

The Ministry of Education and Training issued Circular No. 08/2023/TT-BGDDT amending and supplementing a number of articles of Circulars No. 01/2021/TT-BGDDT, 02/2021/TT-BGDDT, 03/2021/TT-BGDDT, 04/2021/TT-BGDDT regulating codes, professional title standards and appointment and salary arrangement for teaching staff in public preschool and general education institutions.

Accordingly, there are some noteworthy new points: Eliminate the regulation that teachers must have a training certificate according to professional title standards by rank.

Prescribe general standards of professional ethics for all professional titles. Primary and secondary school teachers of grade 1 are not required to have a master's degree. Teachers will be paid according to their appointed professional title.

Adjust the time to hold the professional title of kindergarten teacher grade 3 from 9 years to 3 years. Kindergarten and general education teachers do not need to submit proof of having performed the work of the grade when being appointed from the old professional title grade to the new professional title grade.

With many contents creating more favorable conditions for teachers, this circular is expected by many teachers.

This Circular takes effect from May 30, 2023.
