Many schools in Hai Duong city, Tu Ky, Gia Loc, Thanh Mien districts... have just started collecting essential fees such as health insurance, personal insurance (collected on behalf of others), sanitation, drinking water, and parking. Parents who buy new uniforms for their children will pay extra. Parent-Teacher Associations collect class funds and school parent funds. Only a few schools with difficult physical conditions have consulted parents to mobilize funding according to Circular No. 16/2018/TT-BGDDT dated August 3, 2018 of the Ministry of Education and Training regulating funding for educational institutions in the national education system.
The reason why schools are hesitant to collect fees at the beginning of the year is because they are waiting for the resolution to replace Resolution No. 08/2022/NQ-HDND of the Hai Duong Provincial People's Council stipulating the list of collection levels, service fees, and support for educational activities at preschools, general education schools, and public educational and training institutions for implementation.
