Resolution leads the way, people benefit - Part 3: Sweet fruit from the power of 'Party's will, people's heart'

'Smart', civilized countryside

Mo Trach village, Tan Hong commune (Binh Giang) is famous for having the most feudal doctorates in the country. This is also a typical village in mobilizing people to build the homeland, and is also a "smart village".

Very few places have such complete and neat cultural and sports facilities as in Mo Trach village. Most of the works are built from socialized resources.

The village office building is quite impressive and is located right next to the majestic communal house. When we visited, Mr. Vu Dinh Tam, Party Cell Secretary and Head of Mo Trach Village, along with a number of non-professional village workers, were observing the areas in the village through the security camera system.

Since 2022, with socialized resources, the village has invested hundreds of millions of VND to install a system of 30 security surveillance cameras on main roads and public areas. In the village, there are also 3 locations with free wifi network to serve the people.

Many tasks in the village are now discussed among village officials and communicated to the people through social networking groups. Seeing people from other places coming to visit, Mrs. Tran Thi Yen, a grocery seller near the gate of Mo Trach village communal house, boasted: “Since the cameras were installed, thefts have rarely occurred in the village. My house is near the communal house, so I often use the village’s free wifi and see things very quickly.”

Over the past year, many people coming to villages and hamlets in Thanh Mien district, an agricultural district in Hai Duong, have been surprised by the changes in the locality. In 2023, the resolution of the Standing Committee of Thanh Mien District Party Committee identified a breakthrough task as mobilizing all resources to focus on upgrading and perfecting the traffic system in villages and residential areas. In the context of limited budget, the district has decided to allocate 1 billion VND to each locality. The above amount is used as "seed capital" for communes and towns to identify the road sections that need to be upgraded and built, and mobilize more socialized resources and people's contributions to work together.

According to the Thanh Mien District Party Committee's Mass Mobilization Committee, in 2023 alone, the entire district invested in upgrading and building more than 33 km of rural roads with a total cost of over 70 billion VND, of which socialized resources and people's contributions accounted for over 60% of the total investment. People in the district also donated more than 8,000 m2 of land for road construction. Adding the number of working days and works that people dismantled and rebuilt with their own funds, the resources from socialization to build roads in the district are much larger.

Together with the joint efforts to open the road, with a total budget of over 7 billion VND, of which the budget is only over 400 million VND, up to now, most villages and residential areas in Thanh Mien have public places with installed exercise and sports equipment. Also from socialized resources, Thanh Mien is the leading locality in completing the relocation of electric poles on the roadway so that people can travel safely.

Comrade Dong Dung Manh, Provincial Party Committee member, Thanh Mien District Party Committee Secretary shared: “When people see policies and resolutions that bring practical benefits to them, no matter how difficult they are, they can do it. Expanded roads will help people develop their economy more conveniently, and residential land will also increase in value. With the enthusiasm of people in many places in the district, roads continue to be expanded, exceeding the criteria for advanced and exemplary new rural areas.”

Green house, clean district

Household waste is transported to village landfills. Meanwhile, most of the landfills are full, leading to environmental pollution. In some places, people often have to live with the toxic smell from indiscriminate burning of waste. This is a common situation in many localities today, but in Nam Sach, this difficult problem is a thing of the past.

To ensure environmental sanitation and improve people's quality of life, on March 22, 2022, the Standing Committee of Nam Sach District Party Committee issued Resolution No. 13-NQ/HU on the implementation of classification, collection and treatment of domestic solid waste. The District People's Committee also issued a plan to implement classification, collection and treatment of domestic solid waste at source in the entire district from May 1, 2022. Classification, collection and treatment of domestic solid waste at source is identified as a breakthrough task of the entire political system in Nam Sach district.

With the high determination of the Party committees, authorities, socio-political organizations in the district, especially with the consensus and positive response of the people, after more than 2 years of implementation, Nam Sach has become the leading district in implementing waste classification and collection. Previously, the whole district had 68 concentrated waste landfills, but now Nam Sach is the first locality in the province to close all landfills. 100% of households in the district classify and treat organic waste at the source. Inorganic waste is transported to the treatment plant according to regulations.

The landfills in Nam Sach have now become lush green gardens. The village roads and alleys are clean, with no litter, creating a green, clean and beautiful environment. Ms. Dang Thi Toan in Dong Nghia village, An Lam commune (Nam Sach) shared: “Garbage sorted at home has many benefits. After decomposition, we use organic waste to grow flowers and fertilize plants. As for plastic waste and scrap, we collect it and sell it to the scrap metal to participate in charity work according to the "green house" model of the Women's Union. The most important thing is that houses, village roads and alleys are much cleaner.”

Reality in Hai Duong shows that along with "people know, people discuss, people do, people check, people supervise", "people benefit" has been and is an important goal that the province is determined and steadfast in implementing.

Party committees, authorities, the Fatherland Front and organizations in Hai Duong province have always fully grasped and seriously implemented the consistent policy of our Party and State in the process of national construction, which is to develop the economy in parallel with implementing social progress and equity. All people enjoy the fruits of each step of the socio-economic development process; without “sacrificing” social progress and equity, and the environment to pursue purely economic growth; with the spirit of “all develop together, enjoy together” and “no one is left behind”.

Comrade Nguyen Duc Tuan, member of the Provincial Party Standing Committee, Chairman of the Provincial Fatherland Front Committee, said that the entire political system in the province has always paid attention to implementing well the policies of great national unity. The policies always aim to care for, nurture and promote the strength of the entire people, using the people's strength to build people's lives; at the same time, always pay attention to listening and promptly considering and resolving the thoughts and aspirations, protecting the legitimate rights and interests of the people.

“The effective policies in practice in Hai Duong have significantly contributed to strengthening the people's trust in the Party and the State and always being ready to respond and agree with the policies of the Central and local governments; turning those policies into vivid reality in life. That shows that when the Party's will and the people's hearts are one, there is no task that cannot be carried out, no difficulty that cannot be overcome,” emphasized Chairman of the Provincial Fatherland Front Committee Nguyen Duc Tuan.
