How has this great policy been put into practice? From this issue, Hai Duong Newspaper has started publishing a series of articles on Resolution leading the way, people benefiting, mentioning the above content.

The 2020-2025 term is the term in which Hai Duong province issues the most policies to take care of people's lives, ensure social security, and leave no one behind.

Care for the people

Right from the beginning of the term, to realize the goal of "beneficiaries" in the Resolution of the 13th National Party Congress, Hai Duong Provincial Party Committee issued Program No. 20-CTr/TU dated August 19, 2021 on ensuring social security in Hai Duong province for the period 2021 - 2025 to focus resources for implementation.

To implement the above policy, Party committees, authorities, the Vietnam Fatherland Front, and socio-political organizations have actively participated, advised, proposed, and issued many social security policies. According to the provincial Department of Labor, War Invalids and Social Affairs, in 2024 alone, Hai Duong will spend more than 2,000 billion VND to implement social security policies.

Since the beginning of its term, the Hai Duong Provincial People's Council has issued 20 resolutions on social security policies. Among them, there are Hai Duong's own policies that have come into effect, bringing joy to beneficiaries.

In 2024 and 2025, more than 9,000 staff and teachers in public kindergartens in Hai Duong will receive support of 1 million VND/person/month. According to the resolutions of the Provincial People's Council issued at the end of 2023, in 2024 and 2025, all cadres and teachers who are civil servants in kindergartens in the province (more than 9,000 people) will be supported with 1 million VND/person/month; more than 2,700 teachers who are civil servants with low income will be supported with 700,000 VND/person/month. The total budget of the province to implement the above policy is up to more than 260 billion VND.

Raising two young children alone, the provincial support has helped teacher Dinh Thi Ngoc Bich in Ve village, Dong Tam commune (Ninh Giang) ease her difficulties. “My colleagues and I are very excited that the province has a policy to support teachers. Along with having extra income, the support from the province also encourages our spirit and gives us more motivation to stick with our work,” teacher Bich shared.

Along with directly supporting the low-income teaching staff, with the goal of taking better care of people's lives, Hai Duong especially focuses on investing in completing and upgrading facilities for the education and health sectors with the largest total investment ever.

In 2023 alone, Hai Duong invested in building 361 solid classrooms that met standards to replace temporary classrooms and supplement classrooms lacking due to an increase in students, with a total investment of more than 300 billion VND. In that year, Hai Duong also decided to invest in building and renovating 12 high schools with a total cost of more than 309 billion VND.

Most recently, on October 18, 2024, at the 26th Session, the Provincial People's Council decided to invest in the construction of 10 commune-level health stations with a total investment of 120 billion VND. The investment will strengthen the facilities of the health stations, in accordance with national standards on commune health and improve the quality of health care and protection for people at the grassroots level.

The province has decided to invest in building and renovating many provincial hospitals, district medical centers, commune-level health stations and schools with a total investment of thousands of billions of VND.

Along with the extra income, the support from the province also encourages us to have more motivation to stick with our work.

Care for the weak

The disadvantaged people are given special attention by Hai Duong province with the goal of not leaving anyone behind. Notably, practically and meaningfully, the province has had policies to support health insurance premiums for the disadvantaged people.

According to the resolutions of the Provincial People's Council, from August 1, 2023, nearly 28,000 people aged 65 to under 80 in Hai Duong have been supported with 70% of their health insurance premiums. From January 1, 2024, the elderly aged 77 to under 80 in Hai Duong have been supported with an additional 30% (in addition to the 70% of the premiums already supported). Currently, over 50,000 people from poor households and over 80,000 people from near-poor households in the province have been supported with 100% of their health insurance premiums. Over 100,000 people from farming, forestry and fishery households with average living standards have been supported with 50% of their health insurance premiums.

Many localities in the province such as Tu Ky, Kim Thanh, Binh Giang, Cam Giang, Kinh Mon town... have implemented additional policies to support health insurance premiums from local budgets for some groups of people.

Every year, the Provincial Social Insurance, together with the Fatherland Front and socio-political organizations in Hai Duong, regularly give out insurance cards to help people in difficult circumstances have an additional "shield" to protect their health.

As of July 1, 2024, the whole province had nearly 1.8 million people (excluding armed forces) participating in health insurance, reaching 98.1% of the plan, reaching a coverage rate of 92.8% of the population.

In Hai Duong, housing difficulties have also been promptly supported. From 2021 to present, the Mobilization Committee of the “For the Poor” Fund at all levels, associations and unions in the province have coordinated with localities to support the construction and repair of over 500 “great solidarity” houses for poor households with a total support amount of over tens of billions of VND.

Immediately after storm No. 3 (Yagi), Hai Duong urgently implemented many specific and practical solutions to support people to soon stabilize their lives with the motto "no one is left without a house or without a home after the storm".

From August 1, 2024, the province has increased the monthly social allowance to VND 550,000/month (VND 50,000 higher than the Government's regulations).

Living in a spacious house built with support, Ms. Nguyen Thi Tam, born in 1949, in An Dien Giap village, Cong Hoa commune (Nam Sach), a lonely elderly person, confided: "I am very secure because I receive both housing support and monthly care and support. If the State did not support me, I would not know where to turn."

In order to continue to care for and support vulnerable groups, Hai Duong province is studying a policy to support monthly income for all poor households that are unable to escape poverty in the province; at the same time, it will also provide additional health insurance support after households escape poverty, helping them stabilize their lives, not fall back into poverty, and achieve the poverty reduction target according to the Resolution of the Provincial Party Congress for the 2020-2025 term.

With high determination and specific solutions from the entire political system, the work of ensuring social security and improving people's lives in Hai Duong has achieved many important results. The poverty rate has decreased from 2.15% in 2021 to 1.34% in 2023 and strives to reach the target of only 0.43% by the end of this term.

Promoting the achieved results, Hai Duong has identified social security as a development pillar in the provincial planning for the 2021-2030 period, with a vision to 2050.

According to the General Statistics Office, in 2023, the average income per capita of Hai Duong province will reach 5.33 million VND/person/month, an increase of 8.2% compared to 2022. Hai Duong ranks 10th in the country and 5th out of 11 provinces and cities in the Red River Delta.

The gap between the highest and lowest income groups in Hai Duong province is 5.1 times, much lower than the national average (7.5 times) and the Red River Delta (5.9 times).
