December 13, opening of the 28th session of the National Assembly Standing Committee

National Assembly Chairman Vuong Dinh Hue attended, delivered the opening speech and, together with the Vice Chairmen of the National Assembly, took turns chairing the content of the session.

At this session, the National Assembly Standing Committee spent a lot of time to: Consider and decide on the establishment of Viet Yen town and wards of Viet Yen town, Bac Giang province; the merger of Thieu Phu commune into Thieu Hoa town and the establishment of Hau Hien town in Thieu Hoa district, Thanh Hoa province; and give opinions on the draft Ordinance on Litigation Costs.

The National Assembly Standing Committee considers and approves the draft Resolution of the National Assembly Standing Committee guiding the organization of explanation activities at the meetings of the National Assembly's Ethnic Council and Committees; considers the proposal to add a number of draft laws to the 2024 Law and Ordinance Development Program (including the following projects: Law on Prevention and Combat of Human Trafficking (amended); Law on Teachers; Law on Value Added Tax (amended); Law on Chemicals (amended); Law on Management and Use of Weapons, Explosives and Support Tools (amended)...).

Regarding supervisory activities, the National Assembly Standing Committee will review the National Assembly's petition work report for October and November 2023.

Regarding decisions on important issues, the National Assembly Standing Committee will consider and give opinions on two contents: the allocation and adjustment of the central budget capital investment plan for 2023 among ministries, central agencies and localities; the assignment of capital plans for the Socio-Economic Recovery and Development Program, and the adjustment and supplementation of the medium-term public investment plan for the central budget capital for the period 2021 - 2025 of ministries, central agencies and localities.

In addition, the National Assembly Standing Committee will consider and decide on the supplementary budget for regular expenditures of the state budget in 2023 for ministries and central agencies; consider and decide on 6 contents, including: the allocation of the central budget estimate in 2023 for the cost of handling price compensation in the product consumption of the Nghi Son Refinery and Petrochemical Project; the supplementary budget for science, technology and environmental protection of the central budget in 2023 for ministries and central agencies; the adjustment of re-loan capital in 2023 for ministries and central agencies; the supplementary budget for purchasing national reserve rice issued for relief and aid from June 1, 2022 to May 31, 2023; the environmental protection tax rate for gasoline, oil and grease in 2024; Targeted supplement from the central budget to localities to implement social security policies from 2023 onwards and support payment of benefits for the number of additional teacher positions according to Decision No. 72-QD/TW of the Politburo.

At the meeting, the National Assembly Standing Committee assessed the results of the implementation of the foreign affairs and international cooperation program in 2023; reviewed and approved the foreign affairs program in 2024 of the National Assembly Standing Committee and gave opinions (directions and coordination) on the foreign affairs and international cooperation program of the Council of Nationalities, the National Assembly Committees, the National Assembly Secretary General, the parliamentary friendship groups, the agencies of the National Assembly Standing Committee, the State Audit Office and the National Assembly Office.

The National Assembly Standing Committee considers and approves the Prime Minister's proposal on the appointment and dismissal of the Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam; considers and approves the 2024 Work Program of the National Assembly Standing Committee; summarizes the 6th Session and gives initial opinions on the preparation for the 7th Session of the National Assembly; considers, gives opinions and makes a written decision on the draft Resolution of the National Assembly Standing Committee on the allocation of operating expenses of National Assembly delegations in 2024.
