Nearly 17,400 Hai Duong delegates attended the online National Conference to disseminate regulations on cadre ethics and directives on Party Congresses.

The conference was held live from Dien Hong Hall, National Assembly House and online to 15,644 central agencies, provincial and municipal party committees directly under the Central Government and commune-level party committees, with over 1.28 million party members.

Attending the conference were comrades: Politburo member, President To Lam; former Politburo member, former President Truong Tan Sang; Politburo member, Prime Minister Pham Minh Chinh; Politburo member, National Assembly Chairman Tran Thanh Man; Politburo member, Standing member of the Secretariat Luong Cuong; Politburo members, Secretariat members, Party Central Committee members, alternate members of the Party Central Committee; leaders of Central Committees, Ministries, branches, Provincial and Municipal Party Committees; key leaders of Party committees and authorities at all levels.

Comrades: Tran Duc Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee; Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Trieu The Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee attended the conference at the Hai Duong Provincial Party Committee bridge.

Also attending the conference at the Hai Duong Provincial Party Committee bridge were members of the Provincial Party Committee Standing Committee, leaders of the People's Council, People's Committee, Fatherland Front Committee of the province, and the National Assembly Delegation of the province; former members of the Provincial Party Committee Standing Committee, leaders of the People's Council, People's Committee, and National Assembly Delegation of the province who retired in the province; members of the Provincial Party Committee Executive Committee; leaders of departments, branches, sectors, Fatherland Front, mass organizations, and public service units of the province; members of the Provincial Party Committee Inspection Committee, term XVII; provincial-level reporters; and staff of agencies advising and assisting the Provincial Party Committee.

The conference was broadcast live by Hai Duong province to 134 locations, including 14 district-level locations and 120 commune-level locations, with nearly 17,364 delegates attending.

At the conference, delegates listened to Politburo member, Party Central Committee Secretary, Head of the Party Central Committee's Propaganda Department Nguyen Trong Nghia explain the content of Regulation No. 144-QD/TW; Politburo member, Party Central Committee Secretary, Head of the Party Central Committee's Organization Department Le Minh Hung explain the content of Directive No. 35-CT/TW.

Regarding Regulation No. 144-QD/TW, this is a step to concretize Conclusion No. 21-KL/TW of the 13th Party Central Committee on promoting Party building and rectification and the political system; resolutely preventing, repelling, and strictly handling cadres and Party members who have degraded political ideology, ethics, and lifestyle, and manifested "self-evolution" and "self-transformation"; affirming the special attention of the Central Committee on the importance of Party building work in terms of ethics, especially in the context of the Party stepping up the prevention and fight against corruption and negativity, building and rectifying the Party and the political system to be truly clean and strong, so that our Party "is ethical and civilized".

Regulation 144-QD/TW clearly and specifically states the criteria and standards of revolutionary ethics that cadres and party members need to implement, meeting the requirements and revolutionary tasks in the new period. The important and core thing in implementing Regulation 144-QD/TW is to make each cadre and party member truly deeply imbued with the Regulation; to make revolutionary ethics become a distinctive and outstanding feature of cadres and party members; to become a sharp weapon, to overcome all challenges and temptations, to repel all risks of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation" within the Party; to promote the building and consolidation of the foundation of ethics, social culture, to make Vietnamese culture and people truly become an endogenous strength, a driving force for national development and protection.

Regarding Directive No. 35-CT/TW, this is an extremely important document, clearly orienting the viewpoints, principles, goals, requirements and basic contents of preparing for party congresses at all levels so that party committees and organizations at all levels can thoroughly grasp, lead, direct, concretize and organize implementation at their level; ensuring synchronization and unity throughout the entire political system.

The Politburo set out 7 requirements for the preparation and organization of Party Congresses at all levels for the 2025-2030 term, including: The preparation and organization of Party Congresses at all levels must be led and directed by Party committees at all levels in accordance with the Party's regulations and principles; improve the quality of Party Congress documents at all levels; forecast the situation, clearly identify strengths, orientations, and development focuses; personnel work must ensure the direct and comprehensive leadership of the Party and Party committees at all levels and promote the role and responsibility of the collective leadership and heads according to regulations, ensure high solidarity and unity, be cautious step by step, "do everything with certainty"; there must be effective screening mechanisms and criteria so as not to "miss" those who are truly virtuous and talented...

In his speech directing and concluding the conference, Comrade Luong Cuong requested the serious and effective implementation of Regulation No. 144-QD/TW and Directive No. 35-CT/TW, creating a clear change in awareness and action throughout the Party and political system, increasing consensus in society and the people.

In particular, for Regulation No. 144-QD/TW, each Party Committee, Party organization, cadre and Party member must always raise awareness of the importance of the regulation, grasp and understand the regulation deeply; focus on the role and responsibility of the Party cell, Party committee, especially the head of the Party Committee in the process of thoroughly grasping and organizing the implementation of the regulation. Each cadre and Party member must voluntarily study, strive, cultivate, practice, "self-examine", "self-correct" according to revolutionary ethical standards. Step up propaganda among the people, so that the people clearly understand the Party's political determination in the work of building and rectifying the Party and the political system. Fight against corruption and negativity; build a truly clean, strong and comprehensive Party and political system; actively participate in supervising the implementation of revolutionary ethical standards by cadres and Party members; fight to eliminate views and behaviors that are contrary to revolutionary ethics and communist ethics.

Regarding Directive No. 35-CT/TW on Party Congresses at all levels towards the 14th National Congress of the Party, Comrade Luong Cuong requested that it is necessary to organize well the dissemination of the Politburo's Directive, relevant regulations and instructions of the Central Committee and of the direct superior Party Committee, ensuring that Party members throughout the Party grasp, understand, implement correctly and synchronously and consistently from the Central to the grassroots level. Leaders should prepare well the draft documents to be submitted to the congress; at the same time, organize well the discussion and contribution of opinions to the draft documents of their own level and the superior level. Organize the synchronous and comprehensive implementation of the requirements, tasks and solutions stated in the Directive on preparing and organizing Party Congresses at all levels, especially the selection, introduction and election of the new Party Committee to ensure quantity, improve quality, harmonious and reasonable structure, inheritance and development.

Leading the work of preparing and conducting Party congresses at all levels, while leading the successful completion of local and unit political tasks, closely linking with strengthening the work of building and rectifying the Party and the political system; studying and following Ho Chi Minh's ideology, morality and lifestyle. Promoting propaganda, mobilizing the masses, patriotic emulation movements, and achieving achievements to welcome Party congresses at all levels towards the 14th National Party Congress...

Comrade Luong Cuong emphasized that with the wise direction of the Central Executive Committee, the Politburo, and the Secretariat; the revolutionary spirit of cadres and party members throughout the country.Partyand the efforts, endeavors, and high determination of Party committees and organizations at all levels, the solidarity and unanimity of all people; Regulation No. 144-QD/TW, Directive No. 35-CT/TW will be seriously and successfully implemented; contributing to the completion of the goals set forth by the Resolution of the 13th National Congress. Prepare documents and personnel well for Party Congresses at all levels and the 14th National Congress of the Party; determined to complete the goal: "By 2030, the 100th anniversary of the founding of the Party: A developing country with modern industry and high average income"; "By 2045, the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, becomes a developed country with high income".
