On April 24, leaders of the National Assembly Delegation and the Provincial People's Council met and had a dialogue with union members, workers and laborers of Hai Duong.

Also attending the conference were leaders of the Provincial Fatherland Front Committee, a number of provincial departments, branches, sectors and unions; representatives of leaders and trade unions of a number of agencies, units, enterprises and more than 400 union members and workers of Hai Duong.
Guarantee the rights of workers
There were 37 comments and groups of comments, including 6 issues related to the authority of the Central Government, the remaining 38 issues of the province, focusing on the contents of salary policy, social insurance, regimes for female workers, social housing for workers, traffic safety, etc.
Mr. Doan Quang Huan (Sumidenso Vietnam Co., Ltd.) commented that the current National Highway 5 access road through Dai An Industrial Park is narrow, with many trucks and container trucks frequently traveling, making it unsafe. “Recently, a worker of the company died in an accident on this road section. I hope the province will have a solution to ensure traffic safety here,” Mr. Huan suggested.
Mr. Duong Van Chinh, representative of workers at Burwitz Refractory Construction Joint Stock Company (Hai Duong City), said that while commodity prices are currently high, the minimum wage that workers receive is not enough to meet their minimum needs. Very few workers have savings to buy social housing. "We propose that the State soon increase the regional minimum wage to an appropriate level to make workers' lives less difficult," said Mr. Chinh.
Ms. Nguyen Hong Thuy, a worker at the Center for Science and Technology Application (Hai Duong Department of Science and Technology) is concerned that from July 1, the State will implement a salary reform program. Accordingly, the way workers calculate their salaries will also change. We would like to know what is new and what benefits workers will receive from this policy?
Workers and employees of units and enterprises such as Formostar Garment Company, Solid Electrical Technology Company, Nam Thai Son Phuong Bac Company, Trung Kien Company, and union members of the health and education sectors raised many issues related to training policies, improving skills for workers, adjusting regional minimum wages; policies for female workers, elderly workers who lose their jobs; policies to support renting and buying social housing, etc.
Timely resolution of complaints
Directly answering questions from workers regarding traffic safety issues on the National Highway 5 service road, passing through Dai An Industrial Park, comrade Nguyen Khac Toan, Vice Chairman of the Provincial People's Council, said that Vu Cong Dan Street is currently under urgent construction. Many sections have been basically completed, meeting the travel needs of the people, especially workers at Dai An Industrial Park. When this road is completed, more workers will use this road, thereby reducing traffic density on the National Highway 5 service road. "The Management Board of Industrial Parks together with the Department of Transport should soon have a meeting to adjust the traffic organization in this area," comrade Nguyen Khac Toan suggested.
Regarding social insurance and salary regime, Mr. Bui Quoc Trinh, Deputy Director of the Department of Labor, War Invalids and Social Affairs, said that the Ministry of Labor, War Invalids and Social Affairs is currently collecting opinions on the draft proposal and decree regulating the regional minimum wage applicable to employees working on monthly and hourly contracts. According to the above draft, the regional minimum wage will increase by about 6%.
Regarding the regional minimum wage, the Department of Labor, War Invalids and Social Affairs has held a meeting to discuss and consult the Provincial People's Committee to submit an adjustment plan and soon send the Ministry of Labor, War Invalids and Social Affairs a change plan suitable to the socio-economic development situation of each locality.
Comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, affirmed that the issues proposed by workers and their opinions at the central level will be received by the Provincial National Assembly Delegation and soon reported to the Government and the National Assembly for consideration; at the same time, he requested the Provincial Labor Federation to review the questions of workers that were previously recorded and the opinions expressed directly at the conference to synthesize and send to the Standing Committee of the Provincial People's Council for consideration and response.
The Standing Deputy Secretary of the Provincial Party Committee pointed out that if the enterprise cannot resolve the issues related to workers, workers can petition the higher authorities or the Provincial Federation of Labor. The leaders of the Provincial Federation of Labor are responsible for receiving and discussing with the workers.
In fact, in Hai Duong, there are many elderly workers who have contributed for many years but businesses are looking for ways to fire them. The Chairman of the Provincial People's Council clearly stated that workers need to come up with collective labor agreements to protect their rights, especially the regime for elderly workers.
Chairman of the Provincial People's Council Le Van Hieu requested that all levels of trade unions and enterprises in Hai Duong pay special attention to occupational safety and hygiene; promptly invest in trade union institutions to improve the material and spiritual life of workers.
