On the morning of June 6, continuing the 5th Session, the 15th National Assembly conducted questioning on the first group of issues in the field of labor, war invalids and social affairs.
Delegate Nguyen Thi Viet Nga (Deputy Head of the National Assembly Delegation of Hai Duong province) questioned Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung about two contents in this field.
First, delegate Nguyen Thi Viet Nga said that according to the report of the Ministry of Labor, War Invalids and Social Affairs, most colleges and intermediate schools in the vocational education system enroll and train students who have graduated from junior high school. However, many junior high school graduates cannot pass the entrance exam to public high schools, so they choose to study at these intermediate schools just to get a diploma and then take the university entrance exam. Thus, there is a huge waste in vocational intermediate training. Delegate Viet Nga asked the Minister of Labor, War Invalids and Social Affairs to let her know whether the Ministry has conducted a specific survey on this issue and proposed a solution.

Delegate Viet Nga continued to question: In recent years, the number of Vietnamese workers going to work abroad has increased rapidly. However, the number of workers being tricked into going abroad to work under many forms is also quite large, causing many serious consequences. According to the Minister, what is the cause of the above situation and what are the Minister's solutions in the coming time?
Responding to the first content, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung said that attracting students to vocational schools is not easy. Students after graduating from high school go straight to vocational schools to study both culture and vocational skills. Regarding the issue of whether it is wasteful or not, Minister Dao Ngoc Dung replied that it is not completely wasteful but there has not been a comprehensive assessment of this issue. The Minister has listened to the opinions of delegates and will re-evaluate this issue comprehensively to consider its true effectiveness.
Regarding the content of the Viet Nga delegate's question about the increase in the number of labor export workers but many are being cheated, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung said that the increase in the number of labor export workers is mainly due to licensed companies and businesses. According to the Minister, laborers who go through businesses are rarely cheated, and those who are cheated are all due to unlicensed "ghost companies" operating in disguise.
In recent times, the Ministry of Labor, War Invalids and Social Affairs has coordinated with relevant agencies and localities to handle many of these cases. In 2022, the Ministry inspected and fined 62 enterprises and revoked the licenses of 4 enterprises. Most of the workers were tricked into going at high costs, tricked into going to the wrong profession, and were tricked both at the departure and arrival points.
Proposing a solution to this problem, Minister Dao Ngoc Dung said that the Ministry will carry out synchronous solutions, including promoting propaganda, strengthening inspection, and handling violations.
