On September 18, the People's Court of Hai Duong province held a first-instance trial and sentenced Pham Thi Le Thanh (born in 1975, residing in Dai Duc commune, Kim Thanh), the subject who appropriated 6 billion VND from fraudulent labor export to Korea, to 14 years in prison for fraud and property appropriation.
According to the indictment, Thanh was a freelance worker, did not sign a labor supply contract, and was not authorized by any agency, organization, or individual with the function and task of recruiting Vietnamese workers to work in Korea. Thanh rented a house in Quang Trung ward (Hai Duong city) to serve as a place to consult, receive documents, and money from workers.
During the period from June to November 2022, in Hai Duong City, Thanh provided false information about his ability to send people to work in Korea under the short-term E8 program (1 year and 10 months) and the long-term E9 program (4 years and 10 months). Thanh agreed that each worker who successfully left for Korea would have to pay 100 - 250 million VND, with a deposit of 35-50 million VND/person. Those who introduced workers to Thanh would be paid 4 million VND/person after the worker left the country. With the above trick, Thanh appropriated more than 5.7 billion VND from 50 people who completed procedures for 79 workers in many provinces and cities.
Of which, Thanh directly appropriated more than 3.7 billion VND from 67 workers and more than 2 billion VND from intermediaries. In addition, in October 2022, Thanh provided false information about needing money to buy plane tickets and procedures for workers to go to Korea to appropriate 170 million VND. The total amount Thanh appropriated was more than 5.9 billion VND.
The trial panel sentenced Pham Thi Le Thanh to 14 years in prison for fraud and appropriation of property as prescribed in Point a, Clause 4, Article 174 of the Penal Code.
