Posing as family members, we went with Mr. Bui Van Thanh from Ninh Giang district to ANA International Trading and Study Abroad Company Limited at 34 LK9, Van Phu urban area, Phu La ward, Ha Dong district (Hanoi) to meet Ms. Hang - the person who promised to send Mr. Thanh to work in Korea under the E7 visa. Ms. Hang refused to return the money. When we asked Ms. Hang why she accepted to send Mr. Thanh to work in Korea, collected a deposit without a clear contract; promised to send him to Korea under the E7 visa while his qualifications and skills were not enough to go..., Ms. Hang did not answer and asked to only work with Mr. Thanh, not with us.

According to Mr. Thanh, along with the deposit, Ms. Hang also arranged for him to study and take a vocational test at Quang Minh Technical and Vocational College in Me Linh District (Hanoi). Although he has no vocational skills, Mr. Thanh only had to study and take the test for 5 days at a cost of 520,000 VND/day, and was granted a certificate.

From an advertisement on Facebook, in July 2022, Mr. BVN in Cam Giang district applied to Magnet Technology and Service Company Limited in Hanoi to work as a "specialty chef" in Germany. According to the advertisement, workers will have "the opportunity to live and work in Germany with an income of 60-80 million VND/month...". Mr. N. paid a total of 55 million VND to the above company's employees.

In early October 2022, Mr. N. was sent by Magnet Technology and Service Company Limited to study culinary skills at the Central College of Economics and Technology in Gia Lam (Hanoi) for 2 weeks. "The company's staff promised that after 1 month, if I have a vocational certificate and complete the application, I will be able to go. However, I have repeatedly asked the company why I have not been able to go, but the company has not responded. After that, we went to the German Embassy, ​​they confirmed to the press and us that there is no labor export program related to "specialty chefs".

Labor export brokers often use social networks to post attractive information about overseas work programs with simple conditions to attract workers to submit applications and deposits.

According to reputable businesses that send workers to work abroad, licensed by the Ministry of Labor, War Invalids and Social Affairs, such a short training period makes it impossible to work abroad. Not to mention that after finishing the course, one must also undergo very serious skill tests and assessments.

Many tricks

Currently, many organizations and individuals do not have the function of sending workers to work abroad but have used similar websites of the Ministry of Labor, War Invalids and Social Affairs such as:www.nhatban24h.vn;www.xuatkhaulaodong-24h.com…to find workers in need. Professionally built websites post a lot of information about orders to recruit workers to work in Japan, Taiwan (China), Korea, Singapore, Romania, Poland, Australia, New Zealand, Philippines, Federal Republic of Germany, Greece... to scam workers. Many businesses that do not have the function of providing services to send workers to work abroad have used personal pages on Facebook, Zalo... to post a lot of information, pictures of seeing workers off at the airport, the process of workers working abroad, pictures taken with visas of the receiving country that have been granted, in order to create prestige with workers.

Along with blatant fraud, the most common trick that businesses and individuals use is to provide inaccurate information to attract people who want to work abroad. These businesses and individuals often provide workers with information about opportunities to work abroad with low costs, high income, quick procedures... When workers agree to deposit money, during the process of completing the procedures, they continue to be "pickpocketed" with other fees for accommodation, vocational training, language learning, certificate exams...

For businesses that operate with the purpose of profiting from workers, they only need to recruit as many participants as possible without screening their qualifications and skills. These businesses also often push all risks onto the workers by inserting contracts with terms that are beneficial to the business such as: if the worker does not continue to participate for any reason, the deposit will not be returned; the deposit will not be returned if the worker fails to pass the employer's exam; there is no clear commitment to the time when the worker can be sent to work or a very long deadline is given so that the worker is not patient enough to pursue and accepts losing the deposit...

Many small businesses that act as agents and labor export consulting points, do business haphazardly, and lack the capacity, so they are also placed with "fake" orders by their partners and brokers abroad that are difficult for them to evaluate. Therefore, after these businesses and their recruitment collaborators collect money from students to pay their partners, they cannot send workers to work. "Our business has been in this situation and had to pay back the workers out of our own pocket. As for businesses that do not have the financial capacity and do not care about reputation, they abandon their workers," said the leader of a business that has been operating for many years in the field of study abroad consulting and labor export in Hai Duong City.
