That is the direction of the Standing Vice Chairman of Hai Duong Provincial People's Committee Luu Van Ban to the Department of Transport.
In order to ensure traffic safety and minimize risks during flood season, the Department of Transport is currently coordinating with relevant agencies and units to develop a traffic diversion plan to proactively prepare plans in case of rising water levels in rivers.
The department's professional agencies are coordinating to review the bridge's condition, load-bearing capacity, and safety in high flood conditions. Assess the current status of Binh Bridge, An Thai Bridge, and Phu Luong Bridge.
Develop a traffic diversion plan and notify vehicles to avoid high-risk areas. Install signs and warnings at major traffic points to keep drivers informed. Have a plan for implementing weight control measures, identifying times when traffic restrictions are needed, or limiting the weight of each type of vehicle.
Prepare response measures and response plans in case of incidents such as water flow or bridge-related incidents. At the same time, ensure that rescue forces are ready to operate when necessary.
Regarding the recovery of the consequences of storm No. 3 on roads, the province directed that for provincial roads with large traffic volume and national highways under its management, the clearance of obstacles on the road surface and the adjustment and repair of the entire traffic light system, signs, and traffic safety must be completed by September 11, and on the remaining provincial roads, it must be completed by September 13.
Collect and gather fallen trees to local authorities or collection sites (with minutes of meeting with local authorities to request support for supervision). Implementation time on authorized national highways must be completed by September 13, on provincial roads must be completed by September 19.
For local inland waterways, complete the adjustment and repair of signaling systems and traffic safety at river crossings by September 10. Adjustment and repair of signaling systems, traffic safety and other remaining damages must be completed before September 30, 2024 (due to the issue of cement concrete supply).
