According to the decision, the Chairman of the Hai Duong Provincial People's Committee will be the Head of Steering Committee 138. This is the first time the Chairman of the Provincial People's Committee has been the Head of the Committee. Previously, this position was held by the Vice Chairman of the Provincial People's Committee.

In addition, there are 7 comrades as Deputy Heads of the Steering Committee, 26 comrades representing departments, branches, sectors and organizations are members of the Steering Committee 138 of Hai Duong province.

Steering Committee 138 of Hai Duong province performs a number of key tasks such as directing, guiding, inspecting, urging departments, branches, sectors, unions, and district-level People's Committees to thoroughly grasp and implement crime prevention and control; prevent drugs, human trafficking, HIV/AIDS, prostitution, and build a mass movement to protect national security.
