Land inventory nationwide from August 1, 2024

Deputy Prime Minister Tran Hong Ha has just signed Directive No. 22/CT-TTg dated July 23, 2024 of the Prime Minister on land inventory in 2024.

Pursuant to the Land Law and the National Statistical Investigation Program issued under Decision No. 03/2023/QD-TTg of the Prime Minister; to fully inventory and assess the current status of land resources in order to strengthen management and improve land use efficiency for the country's socio-economic development, the Prime Minister requests the Ministry of Natural Resources and Environment and relevant ministries, branches, People's Committees of provinces and centrally run cities (Provincial People's Committees) to organize the implementation of land inventory in 2024 nationwide.

Land inventory in 2024 to quantify the current status of land management and use

According to the Decision, the purpose of the 2024 land inventory is to quantify the current status of land management and use of each administrative unit at the commune, district, provincial levels, socio-economic regions and the whole country, assess the situation of land management and use at all levels and propose mechanisms, policies and measures to strengthen state management of land, improve land use efficiency; provide statistical indicators belonging to the national statistical indicator system; serve the need for land information for socio-economic activities, national defense, security, scientific research, education, training, other needs of the State and society, as a basis for adjusting planning and land use plans for national defense, security land and at all levels for the period 2021 - 2030, with a vision to 2045;

The 2024 land inventory must be carried out seriously, completely, accurately, and in accordance with the provisions of the law on land; ensuring objectivity, honesty, and accurately reflecting the current status of land use.

Land inventory content in 2024

Contents of land inventory in 2024 of each administrative unit at all levels, including:

Area of ​​land types as prescribed and subjects of land management and use as prescribed in Articles 6 and 7 of the 2024 Land Law;

Situation of management and use of golf course land; airports; landslide and sedimentation areas; land originating from agricultural and forestry farms and other topics.

The 2024 land inventory must assess the current status of land management and use; land fluctuations in the past 5 years of each locality and the whole country; especially the management and implementation of land use planning and plans; compliance with land laws by organizations and individuals using land; clarify the causes of limitations and shortcomings; propose measures to strengthen land management and use to improve land use efficiency.

Deploying land inventory nationwide from August 1, 2024

The time for implementing the 2024 land inventory will be implemented uniformly nationwide from August 1, 2024. The 2024 land inventory data will be calculated up to December 31, 2024;

The deadline for completing and reporting the results of the 2024 land inventory at all levels is as follows:

The Provincial People's Committee decides the time for completion and submission of land inventory results at commune and district levels;

Provincial level to be completed before June 30, 2025;

The Ministry of National Defense and the Ministry of Public Security shall complete and send the results to the Provincial People's Committees before March 31, 2025 for synthesis and reporting; and send the results to the Ministry of Natural Resources and Environment before June 30, 2025;

Summarize and announce the results of the 2024 land inventory to be completed before September 30, 2025.

The budget for conducting land inventory in 2024 is arranged according to the provisions of the State Budget Law and other legal capital sources as prescribed, including:

The central budget ensures funding for tasks performed by ministries and central agencies;

Local budgets ensure funding for tasks performed by provincial, district and communal levels according to decentralization regulations of the current State Budget Law.
