Prosecution of the suspect who drove the passenger bus and hit the traffic police on Highway 38 through Gia Loc district

On August 24, the Investigation Police Agency of Gia Loc District Police (Hai Duong) informed that it had just decided to prosecute and execute an order to temporarily detain Nguyen Xuan Cong, a passenger bus driver who bullied traffic police in Gia Loc District.

Subject Nguyen Xuan Cong did not obey the order to stop the car, continuously drove the car forward and hit Comrade Uy many times, showing determination to attack and fight back, potentially endangering Comrade Uy's life and health.

The investigation results determined that at 4:50 p.m. on August 5, at km 01+800 of National Highway 38B, in Gia Loc town (Gia Loc), comrade Bui Dinh Uy drove a specialized motorbike carrying comrade Nguyen Ngoc Thang, also from Traffic Police Team No. 2, Traffic Police Department (Provincial Police) to conduct a mobile patrol according to the plan on the route. The two comrades discovered that Nguyen Xuan Cong (born in 1973, residing in residential area No. 6, Thanh Ha town, Thanh Ha) was driving a passenger car without wearing a seat belt, moving from Gia Loc district to Hai Duong city, so they asked him to stop the car.

The task force repeatedly signaled the vehicle to stop, but Cong did not comply and continued to accelerate and flee. During the escape, at times, Mr. Uy's vehicle passed in front of Cong's vehicle, repeatedly signaling and requesting him to stop, but Cong kept driving at the same speed and approached Mr. Uy's vehicle. At times, the passenger vehicle swerved and squeezed, preventing Mr. Uy's motorbike from passing, endangering the traffic police officers and passengers on the vehicle.

With the determination to handle Cong's violation and prevent dangerous consequences that could occur if the car fled, the Working Group continued to pursue. At km1+400, National Highway 38B, Cau Go intersection, where traffic lights were installed, the traffic light was red, Cong's car stopped. At the same time, the Working Group blocked Cong's car. Comrade Uy got out of the car and asked Cong to stop the car and get out of the car, showing his papers, Cong did not comply.

When the traffic light turned green, Cong drove the bus back a few meters to avoid the working group's motorbike, then drove the bus forward to continue. When Cong drove the bus forward, Comrade Uy stood in the middle of the bus and shouted orders for Cong to get out of the bus. Cong still drove the bus forward, and the front of the bus hit his hands and body several times, causing Comrade Uy to be pushed back.

Immediately after that, a local motorbike stopped in front of Cong's car to support Comrade Uy, then Cong stopped the car. At the same time, Cong opened the car door for a passenger to get out. Comrade Uy and Comrade Thang got out of the car and approached the car door, asking Cong to open the car door, but Cong accelerated the car towards Hai Duong city. After that, Cong drove the car to Tan Viet commune (Thanh Ha) to drop off the passenger.

The car was driven by Cong.

Based on the collected documents, the Investigation Police Agency of Gia Loc District Police has sufficient grounds to determine that Cong's behavior of driving a car close to and squeezing Comrade Uy's motorbike while traveling at high speed on National Highway 38B is a source of extreme danger. Along with that, at Cau Go intersection, Cong deliberately drove forward and rammed Comrade Uy many times, demonstrating his determination to attack and fight back, potentially endangering Comrade Uy's life and health to avoid committing the violation, causing bad public opinion and indignation among the masses.

With the above crime, the Investigation Police Agency of Gia Loc District Police decided to prosecute Cong for the crime of resisting a person on official duty, as prescribed in Clause 1, Article 330 of the Penal Code.

Gia Loc District Police Investigation Agency continues to investigate and clarify the case.
