On the morning of May 8, Deputy Prime Minister Tran Luu Quang, Head of the Prime Minister's Administrative Procedure Reform Working Group, chaired an online meeting with 3 Ministries: National Defense, Foreign Affairs, Information and Communications and 8 localities: Hanoi, Ho Chi Minh City, Hai Duong, Hai Phong, Quang Ninh, Da Nang, Can Tho, Tay Ninh.

Concluding the meeting, Deputy Prime Minister Tran Luu Quang requested ministries, branches and localities to review the shortcomings and limitations in administrative procedure reform and send them to the Government Office before May 15, 2024. Step by step, promptly overcome the "bottlenecks" in administrative procedure reform that have been reviewed. Proactively analyze and evaluate the achieved results, clearly identify the causes of low component indicators, and specifically determine the responsibilities of relevant agencies, units and individuals. According to the assessment of the Prime Minister's Administrative Procedure Reform Working Group, since the beginning of 2024, ministries and localities have focused on implementing administrative procedure reform tasks and achieved some outstanding results. However, there are still some difficulties and problems related to institutional and legal issues. Some online public services are not convenient, and both paper and electronic copies must still be accessed. Some specific administrative procedure results do not have specific instructions for applying digital signatures and returning results. Online payment via the national public service portal still has many problems...

At the meeting, representatives of the leaders of ministries and 8 localities presented the current situation and proposed a number of solutions and practical experiences to continue promoting the achieved results, overcome difficulties, remove bottlenecks to better perform the task of administrative procedure reform.

In Hai Duong province, up to now, the whole province has completed over 60% of the administrative reform tasks assigned by the Government. The Chairman of the Provincial People's Committee has issued more than 20 decisions to announce the standardization of the list of newly issued administrative procedures, the list of amended, supplemented, replaced, and abolished administrative procedures under the jurisdiction of departments, branches, and district and commune People's Committees in the province. 100% of administrative procedures and lists of administrative procedures are announced in accordance with regulations and publicly posted at the "one-stop" departments at all levels. 100% of announced procedures are entered and publicly posted on the Electronic Information Portal and the Administrative Procedure Database of the Provincial People's Committee, on the electronic information pages of agencies, units, and localities. The rate of providing full-process online public services over the total number of administrative procedures eligible for provision on the National Service Portal, the rate of online payment, online payment of fees, charges, etc. is high.
