Implementing the national strategy on green growth, Hai Duong aims to develop the economy rapidly and sustainably, focusing on a low-carbon economy, reducing emissions and increasing the ability to absorb greenhouse gases; using energy and natural resources economically and efficiently. Up to now, Hai Duong's economic structure has shifted positively towards sustainable green economic development, rapidly increasing the proportion of the non-agricultural sector.
