The 8th Central Conference deeply reflects "Party's will, people's heart"

The 8th Conference of the 13th Party Central Committee was a great success after 7 days (October 2-8) of urgent and serious work.

The conference considered and decided on many important, complex, and sensitive issues of great significance to the completion of the political tasks of the 13th Central Executive Committee from now until the end of its term.

The results of the conference demonstrate the sense of responsibility and high solidarity of the Central Committee, and will certainly make an important contribution to consolidating and promoting the results and achievements that our entire Party, people and army have strived to achieve, contributing to creating a new spirit and new impetus for the cause of continuing synchronous and comprehensive innovation; building a clean and strong Party and political system; developing the country quickly and sustainably...

Social policy towards all people

Regarding the socio-economic situation and state budget for 2023-2024, based on analysis and forecast of possible scenarios, closely following the practical situation, the Central Committee determined development viewpoints, guiding ideas, general goals, some basic and important targets and main tasks and solutions for the remaining months of 2023 and the whole year of 2024; the necessity and correctness of implementing the new salary regime from July 1, 2024.

In the remaining months of 2023 and 2024 - pivotal years of special importance in successfully implementing the Resolution of the 13th National Party Congress, General Secretary Nguyen Phu Trong requested to continue to resolutely and effectively implement the guidelines, policies, goals and tasks that have been thoroughly discussed and unanimously proposed by the Central Committee in the Conclusion of this conference.

General Secretary Nguyen Phu Trong requested to focus on prioritizing promoting and improving growth quality, creating jobs, and increasing income for workers on the basis of maintaining macroeconomic stability, ensuring major economic balances, and ensuring social security. Continue to closely monitor the international and domestic situation to promptly make appropriate and effective decisions; strive to achieve the highest level of the main goals and targets of 2023 and the entire 13th tenure.

Regarding the summary of 10 years of implementing Resolution 5 of the 11th Central Committee on a number of social policy issues, the Party Central Committee unanimously issued a resolution on continuing to innovate and improve the quality of social policies, meeting the requirements of the cause of national construction and protection in the new period, the quality and effectiveness of social policies to reach all people, ensuring comprehensiveness, fairness, modernity and inclusiveness.

Promoting the people's tradition of mutual love, "helping each other," humanity, kindness, and "loving others as oneself" in solving social problems, this Resolution clearly defines the viewpoints, guiding thoughts, goals, tasks and main solutions to continue innovation, increasingly better meeting the people's legitimate demands and aspirations.

Mr. Y Thanh Ha Nie Kdam, Chairman of the National Assembly's Ethnic Council, suggested that the Party's guidelines and policies should be fully, promptly, and in line with reality, avoiding the situation where the content is issued but difficult to implement or cannot be implemented. Continue to put the goal of prosperity and happiness of the people first and foremost; strengthen the Party's inspection and supervision of the institutionalization of guidelines and policies on great national unity, especially policies closely related to people's lives, with special attention paid to people with revolutionary contributions, disadvantaged groups, and ethnic minorities.

Identifying national solidarity as a precious tradition, always shining and promoted throughout the glorious history of building and defending the country of the Vietnamese people, since the Party was founded, national solidarity has always been identified as the Party's strategic line; a source of strength, a decisive factor for the victory of the cause of building and defending the Fatherland in all periods.

Therefore, at this conference, the Party Central Committee unanimously issued a new resolution of the Central Committee on continuing to promote the tradition of great national unity, building our country to be increasingly rich, prosperous, civilized and happy.

Ms. Ha Thi Nga, President of the Vietnam Women's Union, suggested that the Central Government continue to pay attention to implementing social policies well, harmoniously resolving social interest relationships to contribute to strengthening the trust and consensus of the people and the business community towards the Party and the State. Along with that, enhance the effectiveness and spread of the National Great Unity Day in residential areas.

"We believe that this is a very unique way of doing things in our country, receiving consensus and truly becoming a great festival for people in all residential areas. Therefore, we really hope that the Great Unity Day will continue to receive attention and be raised to a new level."

Regarding the summary of 15 years of implementing the Resolution of the 10th Central Committee on building a contingent of intellectuals in the period of promoting industrialization and modernization of the country, the conference highly agreed that the new situation and new requirements and tasks require the issuance of a new resolution of the Central Committee on continuing to build the country's intellectuals, fostering a stronger national spirit, meeting the requirements of proactively and actively participating in the Fourth Industrial Revolution, promoting the cause of innovation, industrialization and modernization of the country and reviving culture, building Vietnamese people in the new era.

The Party Central Committee unanimously issued a new resolution setting out viewpoints, guiding thoughts, goals, tasks, and key solutions to continue building and promoting the role of intellectuals to meet the requirements of rapid and sustainable national development in the new period.

Chairman of the Vietnam Academy of Science and Technology Chau Van Minh proposed that the Central Committee and the Politburo supplement the draft objectives and corresponding solutions to develop leading intellectuals and dedicated experts with the capacity to create organizations and manage key tasks for sectors and fields, especially those necessary for the country's development in the new situation.

In the 10 years of implementing the Resolution of the 8th Central Committee, 11th tenure, on the Strategy for National Defense in the new situation, our entire Party, people and army have promoted the spirit of patriotism, solidarity and striving, achieving very important and comprehensive achievements, creating many outstanding marks. Our country has never had such a foundation, potential, position and international prestige as it does today. After reviewing and discussing the submissions, projects and reports of the Politburo, the Party Central Committee unanimously approved the Resolution of the 8th Conference of the 13th Party Central Committee on the Strategy for National Defense in the new situation.

The issuance of this particularly important resolution aims to create high unity within the entire Party and people on viewpoints, goals, guiding principles and major tasks and solutions that need to be thoroughly grasped and implemented in order to firmly protect the independence, sovereignty, unity and territorial integrity of the Fatherland in all situations; protect the Party, State, people and socialist regime; protect national and ethnic interests; protect political security, social order and safety and develop an advanced Vietnamese culture imbued with national identity; maintain political stability and a peaceful environment for national development in the direction of socialism in Vietnam.

Building a team of staff equal to the task

President Ho Chi Minh once said: "Cadres are the root of all work." Following Uncle Ho's teachings, our Party has always determined that cadres, especially strategic-level cadres, are the decisive factor in the success or failure of the revolution, closely linked to the fate of the Party, the country and the regime; cadre work is considered the key step in the entire Party building work.

In personnel work, personnel planning is the first step, has important significance, and is the basis for doing well the work of training, fostering, mobilizing, appointing, and using personnel.

At this conference, the Party Central Committee determined that the planning of the Party Central Committee for the 2026-2031 term is an important preparation step, the basis for the personnel work of the 14th Party Central Committee; placed under the direct and absolute leadership of the Party Central Committee and the Politburo, meeting the requirements of building a team of high-ranking Party officials with sufficient qualities, capacity, prestige, and equal to the task; if any violations or unqualified or unqualified personnel are discovered, they must be promptly removed from the planning; at the same time, continue to carefully review and analyze the quality, structure, and composition in all areas of work to promptly detect, recommend, and introduce additional planning, and report to the Politburo for submission to the Central Committee for consideration at the following conferences.

Strictly implementing the principle of democratic centralism, promoting the spirit of responsibility, impartiality and objectivity, the Central Committee has thoroughly researched and fully demonstrated its authority and opinions on the proposed Planning of the 14th Party Central Committee. This is an important initial step in the process of building a strategic-level cadre planning for the 14th term with the spirit of doing it step by step, task by task, firmly and closely; after completing the planning of the Central Committee, we will plan the Politburo and the Secretariat; then we will plan the key leadership positions.

Immediately after the conference, based on the results of the Central Committee's introduction, the review and assessment of the Steering Committee, the Central Party Committees and the relevant agencies, the Politburo promptly considered and decided on a step-by-step plan for the Party Central Committee for the 2026-2031 term as a basis for training, fostering and regularly monitoring, inspecting and supervising the cadres who have been included in the plan.

General Secretary Nguyen Phu Trong pointed out that "personnel work is human work, extremely important but also extremely difficult, complicated, sensitive, requiring us to be very fair, objective, and transparent, especially having a discerning eye, not "seeing chickens as hawks," not "seeing red as ripe," sometimes "green on the outside but red on the inside."

Also at this conference, the Central Committee discussed and unanimously decided to establish 5 sub-committees to prepare for the 14th National Party Congress, including: Documents Sub-committee; Socio-Economics Sub-committee; Personnel Sub-committee; Party Charter Sub-committee; and Organizational Sub-committee serving the Congress. This is considered the initial work for the preparation process for the 14th National Party Congress. At the same time, the Central Executive Committee of the Party reviewed and decided on a number of issues related to personnel work.

It can be affirmed that the 8th Central Conference of the 13th tenure has special significance, not only continuing to thoroughly grasp and implement the Resolution of the 13th Congress but also being an important preparation for the 14th National Congress of the Party.

The conference has great significance and significance, and most clearly and deeply demonstrates "the Party's will and the people's heart," because the conference's decisions directly affect people's lives and meet people's expectations; at the same time, it "shows the way" for the entire Party and people to continue to firmly follow the chosen revolutionary path.
