On the morning of December 5, the Politburo and the Central Party Secretariat held a national conference to study and disseminate the Resolutions of the 6th Conference of the 13th Party Central Committee, in a direct and online format connecting the central bridge at Dien Hong Hall, National Assembly House, Hanoi and 11,632 bridge points of central, district and commune-level departments, ministries and branches nationwide with over 1 million cadres and party members participating in the study and research.

Attending the conference were Politburo member, Prime Minister Pham Minh Chinh; former Politburo members, former Chairmen of the National Assembly: Nguyen Sinh Hung, Nguyen Thi Kim Ngan; Politburo member, Standing member of the Secretariat Vo Van Thuong; Politburo members, Secretariat members, Central Committee members of the Party; key officials of Party committees at all levels, the government, the Vietnam Fatherland Front, departments, ministries, branches, and socio-political organizations in the entire political system.

Comrades of the Standing Committee of the Provincial Party Committee, former Standing Committee of the Provincial Party Committee; members of the Standing Committee of the Provincial Party Committee, former members of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Council, Provincial People's Committee, former leaders of the Provincial People's Council, Provincial People's Committee through different periods who are living in Hai Duong province; members of the Provincial Party Committee Executive Committee attended the conference. Attending the conference were comrades of the heads and deputy heads of departments, branches, the Provincial Fatherland Front Committee and mass organizations, members of the Provincial Party Committee Inspection Committee; provincial-level reporters; heads and deputy heads of departments, branches, the Provincial Fatherland Front Committee and mass organizations; members of the Executive Committee of the Provincial Agencies Party Committee, secretaries of grassroots Party Committees, reporters of the Provincial Agencies Party Committee. The conference was connected to 15 bridges in 12 districts, towns and cities, 103 commune-level bridges of the province. Nearly 19,000 party members in the province attended this conference at the connecting points.

The national conference to study, learn and thoroughly grasp the Resolution of the 6th Conference of the 13th Party Central Committee took place over 2 days. This is a conference of great significance, aiming to raise awareness and responsibility of Party committees and Party members at all levels in implementing the viewpoints, goals, tasks and key solutions of the documents of the 6th Conference of the 13th Party Central Committee.

At the Conference, delegates will listen to the topics "Continuing to build and perfect the Socialist Republic of Vietnam's rule of law state in the new period"; "Continuing to innovate the Party's leadership and governance methods over the political system in the new period"; "Continuing to promote industrialization and modernization of the country until 2030, with a vision to 2045"; "Orientation of the National Master Plan for the period 2021 - 2030, with a vision to 2050". These topics are directly delivered by Party and State leaders, Politburo members, and Party Central Committee Secretaries, aiming to help delegates fully, accurately, and systematically grasp the spirit of the resolutions and conclusions of the 6th Conference of the 13th Party Central Committee.

During the morning session, delegates listened to comrade Phan Dinh Trac, Politburo member, Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission, deliver a presentation on the topic "Continuing to build and perfect the socialist rule-of-law state of Vietnam in the new period".

After the dissemination program, provincial, municipal and central party committees spent 0.5 days developing programs and action plans to implement the resolutions and conclusions of the 6th Conference of the 13th Party Central Committee.

Communicate at the conference,Head of the Central Internal Affairs Commission Phan Dinh Trac focused on analyzing the contents of the Resolution such as basic theoretical issues on the rule of law state and the socialist rule of law state of Vietnam; the current status of building and perfecting the socialist rule of law state of Vietnam; viewpoints-goals, focus, tasks, and solutions for building and perfecting the socialist rule of law state of Vietnam in the new period.

8 basic characteristics of the socialist rule of law state

According to Head of the Central Internal Affairs Commission Phan Dinh Trac, the 6th Central Resolution clearly affirms 8 basic characteristics of the socialist rule of law state of Vietnam. This is one of the new and outstanding points of the Resolution.

The resolution affirms the Vietnamese socialist rule-of-law state led by the Communist Party of Vietnam. "This characteristic demonstrates the uniqueness of the Vietnamese socialist rule-of-law state, consistent with the Vietnamese political system," emphasized Phan Dinh Trac, Head of the Central Internal Affairs Commission.

The second characteristic of the Vietnamese socialist rule of law state is that it is a state of the people, by the people and for the people. The Head of the Central Internal Affairs Commission said that this is the content aimed at institutionalizing the Platform for national construction in the transitional period to socialism (supplemented and developed in 2011) and Article 2 of the 2013 Constitution.

The third characteristic is that human rights and civil rights are recognized, respected, protected and guaranteed according to the Constitution and the law. Recognizing, respecting, protecting and ensuring human rights and civil rights are both the nature and the goal of the Vietnamese socialist rule of law state, and are noble values ​​of society.

The fourth characteristic is that the state is organized and operates according to the Constitution and laws, and manages society by the Constitution and laws. This is a consistent characteristic that ensures the constitutionality and legality in the organization and operation of the socialist rule of law state of Vietnam.

The fifth characteristic is unified state power, with clear division of labor, close coordination and effective control among state agencies in the exercise of legislative, executive and judicial powers.

The sixth characteristic is a legal system that is democratic, fair, humane, complete, timely, synchronous, unified, feasible, public, transparent, stable, accessible, strictly and consistently implemented.

The seventh feature is to ensure the independence of the court according to its jurisdiction, judges and jurors are independent and only obey the law.

The eighth characteristic is to respect and ensure the implementation of international treaties that the state has signed or joined, ensuring the highest national interests on the basis of the fundamental principles of the United Nations Charter and international law.

5 groups of outstanding results

Emphasizing that the cause of building a socialist rule-of-law state of Vietnam by the people, for the people under the leadership of the Party over more than 35 years of renovation and more than 30 years of implementing the Platform for national construction during the transition period to socialism has achieved very important achievements, Head of the Central Internal Affairs Commission Phan Dinh Trac pointed out 5 groups of outstanding results achieved.

Firstly, the perception and theory of the Vietnamese socialist rule of law state are increasingly unified, complete and profound.

Second, the legal system has been fundamentally improved; the role of law and law enforcement is emphasized in the organization and operation of the state and society. The mechanism of division of labor, coordination and control among state agencies in the implementation of legislative, executive and judicial powers is increasingly clearer and has positive changes.

Third, the organization and operation of the National Assembly have many innovations, and the quality has been improved. The activities of the Government are proactive, active, and more focused on macro management and operation, removing barriers, and creating development. Administrative reform and judicial reform have made breakthroughs in a number of areas. The organization of the court, the prosecutor's office, the investigation agency, the enforcement agency, and the judicial support agency continue to be improved, and the quality has been improved.

Fourth, human rights and civil rights according to the Constitution continue to be specified in law and better implemented in practice; direct democracy and representative democracy are strengthened. The activities of the Vietnam Fatherland Front and socio-political organizations are gradually renewed.

Fifth, the model of the Vietnamese socialist rule-of-law state is constantly being perfected, operating under the mechanism of "Party leadership, State management, people as masters," contributing significantly to the great and historic achievements of the cause of innovation, national construction and defense.

According to Phan Dinh Trac, Head of the Central Internal Affairs Commission, Resolution No. 27-NQ/TW pointed out four main reasons for achieving these outstanding results: the Party has been sensitive to the requirements of national development, organized a summary of theory and practice, selectively absorbed international experience, promptly proposed consistent and increasingly perfected policies and viewpoints. State agencies have made great efforts in institutionalizing and organizing the implementation of the Party's viewpoints and policies on building a socialist rule-of-law state in Vietnam. The Party's viewpoints and policies have been welcomed, supported, actively responded to and participated in by the people. The process of building and perfecting a socialist rule-of-law state in Vietnam is in line with the general trend of the world.

In addition to the achievements, Resolution 6 of the Central Committee pointed out a number of limitations and shortcomings in the process of building and perfecting the socialist rule-of-law state in recent times, such as a number of theoretical and practical issues that have not been fully and convincingly explained; the organization of the state apparatus and the legal system still have some shortcomings, failing to meet practical requirements; state power has not been effectively controlled, the mechanism for controlling power has not been perfected; the supervisory role of the Vietnam Fatherland Front, socio-political organizations and the people has not been strongly promoted.

3 strategic focuses

Regarding the key tasks and solutions to continue building and perfecting the socialist rule-of-law state of Vietnam in the new period, Head of the Central Internal Affairs Commission Phan Dinh Trac said that Resolution 6 of the Central Committee clearly states three strategic focuses until 2030.

Specifically, the first focus is to perfect the legal system and the mechanism for organizing strict and consistent law implementation; ensuring respect for the Constitution and the law; and improving the quality of legal human resources.

The second focus is to perfect the mechanism for controlling state power; promote the prevention and fight against corruption; continue to promote administrative reform; strengthen decentralization, clarify the functions, tasks and powers of organizations and individuals in the state apparatus while improving enforcement capacity; build a streamlined state apparatus that operates effectively and efficiently.

The third focus is to promote judicial reform, ensuring the independence of the court according to its jurisdiction, judges and jurors adjudicate independently and only obey the law.
