The principal of Kim Lien Primary School (Kim Thanh) was proposed to be removed from all positions.

Working with Hai Duong Newspaper reporters, Chairman of the Inspection Committee of Kim Thanh District Party Committee Trinh Viet Dung said that through verification and settlement of the complaint, it was found that Mr. Nguyen Giang Nam, Party Cell Secretary and Principal of Kim Lien Primary School, had many violations in financial management and spending.

Under Mr. Nam's direction, Kim Lien Primary School repeatedly paid welfare money to staff and teachers, then asked them to return most of the money they had received and spend it on other things.

Specifically, the school paid 44 staff and teachers on November 20, 2022, VND 1 million/person. After transferring the money into the staff and teachers' accounts, the school asked the staff and teachers to return it to the treasurer. Then, the school paid 52 staff, teachers and employees on November 20, VND 200,000 (in cash) each, VND 10.4 million. The remaining VND 33.6 million was for other expenses.

Regarding the payment of money for the Lunar New Year 2023, on December 29, 2022, Kim Lien Primary School transferred 55.9 million VND to the accounts of 43 teachers, each person 1.3 million VND. After that, the school asked those who received the money to return it to the school to pay the remaining debt to 52 cadres, teachers and employees, an amount of more than 24.5 million VND (in cash). The remaining amount for other expenses is more than 31.3 million VND.

On November 20, 2023, the school also transferred 1.5 million VND/person to the staff and teachers' accounts and then collected all of it. Because some teachers did not agree to sign for 1.5 million VND but only received 500,000 VND (had to return 1 million VND), the school's leadership agreed to collect all of it, with a total amount of 70.5 million VND. The school used this money to repair facilities.

The Inspection Committee of Kim Thanh District Party Committee also clarified some other shortcomings of Kim Lien Primary School. That is, the delay in paying rewards to 3 students with excellent achievements who were awarded certificates of merit by the District People's Committee, along with a bonus of 450,000 VND/student; causing backlogs and delays in paying social insurance for a number of cadres, teachers and employees.

Mr. Trinh Viet Dung, Chairman of the Inspection Committee of Kim Thanh District Party Committee, said that the money the school deposited into the accounts of cadres and teachers and then collected was recorded by the treasurer in the receipt and disbursement book for use in school activities. The shortcomings and violations of Mr. Nguyen Giang Nam, Principal of Kim Lien Primary School, were for the common good of the school, and Mr. Nam had not been found to have benefited personally.

The Inspection Committee of Kim Thanh District Party Committee has proposed that the Standing Committee of Kim Thanh District Party Committee consider disciplining Mr. Nguyen Giang Nam. The Inspection Committee of Kim Thanh District Party Committee also proposed that the People's Committee of Kim Thanh District direct the organization of a review and take disciplinary action against Ms. Pham Thi Quyen, Accountant of Kim Lien Primary School, for the above violations and shortcomings.

Mr. Vu Ngoc Uong, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Kim Lien Commune, said that the Party Committee of Kim Lien Commune had a meeting to review and clarify the responsibilities of each individual involved; at the same time, they unanimously proposed a disciplinary measure of removing Mr. Nguyen Giang Nam from all positions.

Speaking to Hai Duong Newspaper reporter, Mr. Nguyen Giang Nam, Principal of Kim Lien Primary School said that immediately after the conclusion of the Kim Thanh District Party Committee's Inspection Committee, the Party Cell and Kim Lien Primary School seriously reviewed the shortcomings pointed out by the Kim Thanh District Party Committee's Inspection Committee. "The shortcomings pointed out by the Kim Thanh District Party Committee's Inspection Committee are true. Personally, I accept all forms of discipline from my superiors," said Mr. Nam.
