Implemented for about a month now, the online public service groups of Project 06 in Hai Duong have gradually brought about positive results.
Save time and effort
From July 10, the last essential online public services under Project 06 of the province came into operation, which are connecting birth registration, permanent residence registration, issuing health insurance cards for children under 6 years old and death registration, deleting permanent residence registration, supporting funeral expenses, and funeral allowance.
At the end of July, Ms. NTTH in residential area No. 5, Ngoc Chau ward (Hai Duong city) went to the local "one-stop" department to complete the procedures for birth registration, permanent residence registration, and health insurance card issuance for her child. Here, she was guided by the judicial - civil status officer to fill in the necessary information to carry out the above 3 procedures at the same time. Because Ms. H. had installed electronic applications such as the National Public Service Portal and VNeID, she completed the work quite quickly.
"While making the declaration, if I had any problems, I was guided by the relevant officers. Working online, I can monitor the progress and results of the documents being processed by the authorities," Ms. H. informed.
Similarly, with procedures for death registration, permanent residence cancellation, funeral support, and funeral allowance, people only need to declare once to resolve.
According to the summary results of the Working Group implementing the Project 06 provinces, from July 10 to August 3, the whole province received and processed 911 applications for birth registration, permanent residence registration, health insurance card issuance for children under 6 years old and 75 applications for death registration, permanent residence cancellation, funeral cost support, and funeral allowance. These applications were all processed in accordance with regulations.
In recent times, the Provincial Police have stepped up the collection, installation, and activation of level 2 electronic identification accounts to serve online public services. The unit also advised the Provincial People's Committee to issue documents directing the People's Committees of districts, towns, and cities to seriously and effectively implement the reception and settlement of interconnected administrative procedures. Along with that, it regularly assigns officers and soldiers to inspect, urge, guide, and seek opinions to resolve difficulties and problems in the settlement process.
The Department of Justice issues electronic copies of birth certificates and death certificates to serve the implementation of two groups of interconnected administrative procedures. The Department has currently issued 664 accounts to relevant people at the commune level to digitally sign birth certificates and death certificates. The Department is also drafting a plan for the Provincial People's Committee to deploy the provision of two interconnected public services.
The Department of Labor, War Invalids and Social Affairs coordinated with the People's Committees at district and commune levels, and the Working Group implementing Project 06 at commune level to review and update data of 403,633 children on the management software. The Provincial Social Insurance Department directed the district Social Insurance agency to proactively coordinate and resolve related procedures.
Resolve problems promptly

According to some functional agencies and commune-level civil servants receiving the dossiers, the implementation of the digital signature function of the civil status software often has errors (the signature is not displayed after signing, cannot move to the next step, the issuance stamp is stamped but is suspended and cannot be transferred). In addition, for the connection of death registration, permanent residence cancellation, funeral allowance, and funeral cost support, not everyone is eligible for funeral allowance or funeral cost support, but the software does not have the function of only selecting these two contents but must be fully implemented. Therefore, it is difficult to resolve the problem for people who are not eligible for funeral allowance or funeral cost support. In addition, the dossier requires a written authorization from family members to agree to appoint a representative to prepare the dossier and receive the subsidy (all family members must be present to sign the minutes), while many families do not have all members present in the locality, making it difficult to implement.
Some other difficulties are the transmission speed, the software often has errors, it is difficult to log in and push information; people also have to declare many forms and contents. The commune-level officials in charge of this have not been trained and instructed thoroughly on the two interconnection procedures, so they are still confused, leading to low quality and efficiency.
Due to the above difficulties, recently, many communes, wards and towns have been able to receive online applications but have not been able to resolve them for the people.
