The 17th session of the Hai Duong Provincial People's Council took place from July 12-13 to consider regulations on fee collection for online public service provision activities in Hai Duong province.

According to the submission of the People's Committee of Hai Duong province, the fee for handling public services online is 50% of the fee according to current regulations in the resolutions of the Provincial People's Council being implemented.
The implementation is applied to procedures in the list of fees under the authority of the Provincial People's Council related to the issuance of construction permits; issuance of work permits for foreigners working in Vietnam (inside and outside industrial parks); household registration; business registration; issuance of certificates of land use rights, house ownership rights, and assets attached to land for the first time. Other contents on collection, payment, management and use of fees are still implemented according to the provisions of the Law on Fees and Charges and current regulations.
Applicable subjects include: Public service agencies, units and organizations assigned by competent state agencies to provide online public services that must collect fees; relevant agencies, organizations and individuals.
The implementation of the above regulations aims to encourage people and businesses to participate in online public services in the province, increase the exploitation and effective use of online public services; at the same time, ensure the timely, synchronous, unified, correct and effective implementation of State policies and regimes in the province.
According to the report of the Provincial People's Committee, the implementation time of the above regulation is from August 1, 2023.
