New Home - Previously Unthinkable
Before, Mrs. Pham Thi Phien in Phu Van village, An Phu commune (Nam Sach) never thought that her family would have a spacious, clean, and decent house to live in. Mrs. Phien lives with her daughter and grandchild in a house that she can’t remember when it was built. The old house is cramped and dilapidated, leaking when it rains and hot when it’s sunny.
Although she wanted to rebuild to have a decent place to live, the problem was that her family were all slow-witted, unemployed, and just stayed at home with no income. Even though she was eligible to build a new house and had money from the State, Mrs. Phien did not know how to manage and spend it, and had to ask the village officials for help.
With 100 million VND in support from the State, the village mobilized an additional 20 million VND along with some materials from benefactors, and Mrs. Phien's family's house was completed after nearly 2 months of construction.
The new house is spacious, the front yard and outbuildings are also rebuilt and connected to the main house, very convenient for Mrs. Phien and her children to live.

Since moving to the new house, Mrs. Phien's family has never stopped laughing with joy and happiness. "Sometimes just thinking about this new house makes us full without eating. My children and I are very happy, and my health is much better than before," Mrs. Phien said excitedly.

When the local authorities came to mobilize us to rebuild the house, I didn't know what to do, but fortunately, with the enthusiastic help of village officials and mass organizations, my mother and I had a new house to live in. Since having a new house, I have been very happy, and my health has also improved a lot.

Also being moved to the newly built house, Mrs. Nguyen Thi Le, wife of martyr Ngo Ba Nhuong in Truc Van village, Minh Duc commune (Tu Ky) was very happy and excited. The house is more than 40 m wide.2The construction cost is nearly 190 million VND, of which Tu Ky District Medical Center supported 100 million VND, the rest is the family's budget.
Ms. Le is one of the first 3 households to build a house in Tu Ky district, so she received support from many organizations and individuals in cleaning and construction. Ms. Le's old house was built in 2014, and was degraded, with many old and peeling walls. The newly completed house has made Ms. Le's dream come true, from now on she no longer has to worry every time the weather changes like before.
Excitement and emotion are the common feelings of policy families, poor and near-poor households when they live in new, spacious houses thanks to the Government's program to eliminate temporary and dilapidated houses. For many families, this is truly a "dream" because life is still full of difficulties, some families are always in a state of lack, so building a house is a very distant thing.
In just a few days, Nguyen Thi Huong and her three children in Phong Lam village, Hoang Dieu commune (Gia Loc) will move into a new house. The large house has 4 rooms including 1 living room, 1 room for the son who is old enough to start a family, a room for Huong and her daughter, and a kitchen area, including a bathroom and a spacious drying area.

Previously, Huong and her children lived in a house less than 20 square meters.2, the outbuildings are shabby, and there is no toilet, so building a new house is almost a luxury for the mother and daughter, who are both slow.
When receiving support from the State, the help of relatives and neighbors, Ms. Huong emotionally said: "My son and daughter have grown up and need their own place to live, so this house has a really big meaning for my children and me. I sincerely thank the care and help of the State and organizations. Without this help, my children and I would definitely live in that old house forever."
Thorough direction - Methodical implementation
Responding to the movement "The whole country joins hands to eliminate temporary and dilapidated houses", right after the Prime Minister launched it, Hai Duong quickly took action from the end of 2024. The Provincial People's Committee requested localities to compile detailed statistics of households belonging to policy families, poor and near-poor households in need of building new or repairing houses and issue a plan as a basis for implementing the program.
According to the report of the Department of Construction, Hai Duong has 1,638 families in need of building or repairing houses. However, some households later withdrew, leaving 1,453 households, including 678 households in need of new construction, the rest are for repair.
Chairman of Hai Duong Provincial People's Committee Le Ngoc Chau assigned each district-level unit to inaugurate 15 newly built houses before the anniversary of President Ho Chi Minh's birthday on May 19.
Hai Duong has built a roadmap and urgently arranged funding sources to soon complete the set goals.
That is to strive to complete the construction and repair of temporary and dilapidated houses by June 25.
6 months earlier than the Government's plan
One of Hai Duong's efforts to soon complete the goal of eliminating temporary and dilapidated houses for policy families, people with meritorious services, poor and near-poor households is that on February 20, at the 29th Session - the first thematic session in 2025, the Hai Duong Provincial People's Council unanimously passed a Resolution to support housing costs for families of people with meritorious services to the revolution, relatives of martyrs, poor and near-poor households.
The corresponding support levels are 100 million VND/new house and 50 million VND/repaired house, of which the Central Government supports 60 million VND/new house and 30 million VND/repaired house, the remaining funding is taken from local funds.
In particular, although the Central Government has not yet provided financial support, Hai Duong has allocated 72.6 billion VND from the budget and this amount has basically been transferred to households to build and repair houses. The Provincial Fatherland Front Committee has allocated more than 1.6 billion VND to 11 districts to support 41 households to remove temporary and dilapidated houses. Many localities and organizations have also been proactive in mobilizing funds, materials, and supporting working days for disadvantaged families.

The movement to eliminate temporary and dilapidated houses in Hai Duong has created a strong spread, mobilizing the entire political system to participate. Each agency, unit, organization, and individual has a different way of contributing to that common goal.

Mr. Nguyen Van Toan, Chairman of Hoang Tien Ward People's Committee said: "At first, the locality only mobilized businesses to support the two most disadvantaged families, but when starting to implement, with the spirit of mutual love, the business proactively supported the remaining four households so that they could feel the affection, care as well as reduce difficulties. During the process of building the house, the police, military, and mass organizations all came down to support the families in cleaning, transporting furniture, and creating construction sites."
Determining the date soon, policy families, poor and near-poor households will soon live in new houses, so every unit strives to complete the set plan.
Mr. Tran Van Quyet, Chairman of Cam Giang District People's Committee said: "Right from the beginning, the district directed the units to get involved, grasp the number of newly built households, households repairing, difficulties, and needs of each household to have timely support measures. Every week, localities report to the district to update data on the province's common software. With the spirit of leaving no one behind, the elimination of temporary and dilapidated houses in the district will certainly be completed on time".
According to a report from the Department of Construction, as of April 11, the province had 163 newly built houses and 657 repaired houses that had been completed and put into use. Another 633 households were urgently under construction.
