According to comrade Trieu The Hung, Chairman of the Provincial People's Committee, in the coming time, Hai Duong will strive to improve scores and rankings of transparency indexes, labor training, business support services and indexes that have little improvement or decline.
In 2021, Hai Duong achieved an economic growth rate of 8.6%, among the high growth groups in the country.
In 2022, Hai Duong strives to increase 5 places on the Provincial Competitiveness Index (PCI) rankings; the number of newly established enterprises increases by 10% or more compared to 2021. By 2025, the province strives to be one of the 20 provinces and cities with the highest PCI rankings. In the 2021-2025 period, the development investment capital ratio will reach an average of 35.4%.
To achieve the above goal, Hai Duong will effectively implement Resolution 128/NQ-CP dated October 11, 2021 of the Government on safe and flexible adaptation and effective control of the COVID-19 epidemic.
The province continues to promote implementation, create breakthrough changes, and go into the substance of administrative reform. Specifically, the province strives to reduce at least 50% of the time to carry out investment procedures of a project compared to the present; shorten the time to handle administrative procedures related to investment activities such as: business registration, investment, land, site clearance, environment, tax, customs, granting conditional business licenses, etc. Hai Duong also promulgates regulations on coordination between departments, branches, and localities in implementing administrative processes and procedures according to the principle of 5 clear (clear procedures; clear about; process; clear responsibilities of each relevant agency; clear time; clear results and quality in the process of handling administrative procedures).
Hai Duong also strives to ensure transparency and increase access to resources for the business community, such as completing the provincial planning for the 2021-2030 period in the first quarter of 2022; district planning; general planning for construction, 5-year land use plan 2021-2025; publicizing planning on the network environment and website.
The province will improve the quality and efficiency of business support services such as improving the quality of human resource training associated with business needs; improving the quality of support services such as electricity, warehouses, communications, bank credit; supporting businesses in digital transformation, encouraging high-tech and clean-tech businesses.
Hai Duong provincial leaders requested functional agencies and localities to coordinate closely and effectively, associated with the responsibility of leaders in dialogue, grasping and removing difficulties arising from enterprises; creating a safe environment for investment activities.
Along with that, in the coming time, Hai Duong will promote investment in depth, targeting key, potential and prestigious domestic and foreign investors, associated with implementing investment support activities, creating all favorable conditions for businesses operating in the province.
Hai Duong reorganized the streamlined apparatus, promoted the dynamism, creativity, daring to think, daring to do, daring to take responsibility of the heads of agencies and units in administrative reform, improving the investment and business environment; strengthened inspection and supervision of the performance of public duties by officials and civil servants, especially in sensitive positions, prone to negativity; resolutely and strictly handled violations, causing trouble and harassment to businesses.
Hai Duong is one of the provinces with an average provincial competitiveness index (PCI). Specifically, Hai Duong's provincial competitiveness index in 2020 reached 62.52 points, ranking 47th in the country and belonging to the group of 32 provinces with average rankings.
The provincial leaders frankly acknowledged that Hai Duong's low competitiveness index was due to the fact that improving the business investment environment and enhancing the province's competitiveness still revealed limitations and weaknesses. Administrative procedure reform has not met requirements; coordination between state agencies in handling administrative procedures, in removing and resolving difficulties and problems of enterprises and investors still has limitations, some tasks go through many levels, many sectors, and take a long time; project procedures and processes are still prolonged due to poor planning; the quality of some support services for enterprises is not high; there has not been a breakthrough in attracting investment; there have not been many large investors with high technology, source technology, supporting industries, investment in infrastructure development and technology transfer.
Efforts to improve the business investment environment and enhance provincial competitiveness are considered by the provincial leaders as the tasks of the political system.
Despite being heavily affected by the COVID-19 pandemic, especially in the third wave, Hai Duong's socio-economic development results from negative growth in the first quarter of 2021, reaching only 3.9% in the second quarter, the province has overcome difficulties, risen, estimated to reach 8.6% for the whole year, completing and exceeding 11/14 targets, ranking 12th in the country.
During the year, Hai Duong focused on implementing the "Hai Duong Provincial Planning for the period 2021-2030, with a vision to 2050"; completing investment procedures for a number of industrial parks and clusters; implementing research on the planning scheme for dynamic industrial zones (specialized economic zones) in Thanh Mien - Binh Giang districts, with an area of about 10,000 hectares.
