Overcoming challenges
In 2021, Mr. Vu Minh Tuan's family in Yet Kieu commune (Gia Loc) strived to escape poverty, but because of the Covid-19 pandemic, that goal has not been achieved. The pandemic forced the company where Mr. Tuan and his wife worked to continuously lay off workers, causing the couple's income to decrease. "But now it's different, the pandemic is over. In 2022, my family has chased away poverty. This Tet is much happier," Mr. Tuan shared.
In 2022, after the pandemic eased, many localities in the province urgently implemented models and programs to support poverty reduction. Clearly identifying the core causes that make it difficult for many households to escape poverty is low income and lack of stable jobs, many localities have supported poverty reduction by donating breeding cows, building safe vegetable production models associated with consumption; supporting job search connections... The Women's Union, Veterans Association, and Youth Union continue to act as collateral for many poor and near-poor households to borrow capital to do business.
Mr. NVG, one of the poor households in Pham Kha commune (Thanh Mien), said that after the pandemic, the consumption of vegetables has been much easier than before, so his family's business has been more effective. With local support, he participated in training courses and technology transfer to innovate the way of growing spices, choosing vegetables suitable for market demand, so the output is favorable and the selling price is also stable. Every month, he saves a little to cover his living expenses and buy medicine for his children, so his family also sets a goal of escaping poverty in 2023.

In 2021, Thanh Mien district is one of the localities with a high number of poor households in the province, but this year the local poverty reduction work has achieved positive results. The poverty rate in 2022 of the district is 2.47%, down more than 1%; near-poor households are 2.55%, down 0.75% compared to 2021. A representative of the district's Department of Labor, War Invalids and Social Affairs said that in 2022, the poverty reduction target was clearly defined from the beginning of the year, so Thanh Mien district has promptly proposed specific solutions, suitable for each locality to implement. Poor households with people of working age are interested by localities, guided to find suitable production models. Vocational training and job placement for the poor are also implemented more effectively.
In 2022, the review and assessment of poor and near-poor households will be carried out simultaneously throughout the province from September to December. The emulation movement "For the poor - No one is left behind in the period 2021-2025" will also be vigorously implemented early. Through many programs, poor and near-poor households in the province have had access to basic social services, contributing to improving the quality of life, sustainable poverty reduction, and limiting the negative impacts of the pandemic.
Thanks to the synchronous implementation of many solutions, in 2022, Hai Duong's poverty rate will be only 1.75%, achieving the set target and decreasing by 0.4% compared to 2021.

In 2022, the poverty rate of Gia Loc district will be only 1.48%, down 0.64% compared to 2021. The above results were achieved because last year the district actively implemented many programs to accompany, share and support the poor.
Doan Thuong commune has the lowest poverty rate in Gia Loc district in 2022, only 0.55%, near-poor households are 1.8%. According to Party Secretary and Chairman of the People's Council of Doan Thuong commune, Nguyen Trung Ket, the local experience is to understand and accompany the poor. If poor households lack or need anything, local authorities as well as political organizations will step in to help. For poor people who lack capital, organizations will stand up to guarantee and create conditions for them to borrow capital to do business. For poor people who lack knowledge, conditions will be created for them to attend training, guidance or participate in vocational training courses. "Poverty reduction in Doan Thuong is not only the responsibility of the local authorities but also supported by each person. The commune has many inter-family groups that support each other in doing business, thereby helping the poor have the motivation to rise up," said Mr. Ket.
From September to December, localities in the province conduct a general census and review of poor and near-poor households. During the census, officials working on poverty reduction and local authorities clearly understand the circumstances of each family, thereby taking timely support measures. This year, the Provincial People's Committee also issued the National Target Program on Sustainable Poverty Reduction in Hai Duong province for the period 2021-2025. This is the basis for localities in the province to sustainably reduce poverty according to the 8 set goals. Notably, Hai Duong's way of supporting the poor in the coming time also has many innovations. Instead of supporting each household individually, the province focuses on supporting the poor through specific poverty reduction models and programs. In the next 3 years, 16 poverty reduction models will be simultaneously deployed in many localities in the province.
To sustainably reduce poverty, Hai Duong still has to face many difficulties and challenges, but with the spirit of "For the poor - No one is left behind", many poor households will be supported to escape poverty and become rich.
