Hai Duong Provincial People's Committee has planned to rearrange 6 specialized departments under the district People's Committee, requiring the development of a project to be completed before December 31.
According to the plan to reorganize the apparatus of specialized agencies under the Provincial People's Committee, People's Committees of districts, towns, cities and associations assigned by the Party and the State, which was just issued by the Hai Duong Provincial People's Committee on December 26, the district-level People's Committee will maintain 4 specialized departments including: Office of the People's Council and People's Committee, Department of Justice, Department of Finance - Planning, and Inspectorate.
The structure, arrangement and reorganization of 6 other specialized departments are similar to the arrangement of ministries at the central level and departments and branches at the provincial level.
Merge the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs, tentatively named the Department of Home Affairs and Labor. This Department will take over the functions and tasks of the Department of Home Affairs and the functions and tasks of labor, wages; employment; meritorious people; occupational safety and hygiene; social insurance, gender equality, and poverty reduction from the current Department of Labor, War Invalids and Social Affairs.
Establish the Department of Economy, Infrastructure and Urban Areas on the basis of receiving the functions and tasks of advising on state management of construction, traffic, industry and trade at the district level from the current Department of Economy and Department of Urban Management (in towns and cities), and Department of Economy and Infrastructure (in districts).
Establish the Department of Culture, Science and Information on the basis of receiving the functions and tasks of the Department of Culture - Information and the functions and tasks of science and technology from the current Department of Economy (in towns and cities), Department of Economy and Infrastructure (in districts).
Establish the Department of Agriculture and Environment on the basis of receiving the functions and tasks of the Department of Natural Resources and Environment and the functions and tasks of the Department of Agriculture and Rural Development (at the district level) and the functions and tasks on agriculture and rural development from the Department of Economy (at the town level, city level) currently in the districts, towns, and cities.
The Department of Health takes over the function of advising on state management in the fields of social protection, children and prevention and control of social evils from the current Department of Labor, War Invalids and Social Affairs.
As for Binh Giang district, which has merged the Health Department into the Office of the People's Council and the People's Committee of the district, the Office of the People's Council and the People's Committee of the district will take over the function of advising on state management in the fields of social protection, children and prevention and control of social evils from the current Department of Labor, War Invalids and Social Affairs.
The Department of Education and Training takes over the functions and tasks of vocational education from the current Department of Labor, War Invalids and Social Affairs.
The Provincial People's Committee requests the People's Committees of districts, towns and cities to develop a project to arrange specialized departments under the district-level People's Committees according to the above plan, ensuring compliance with regulations.
Regarding organization, apparatus, and staffing, based on the functions, state management, and tasks of the departments after the arrangement, the District People's Committee is responsible for arranging staffing within the total assigned civil servant staff for the specialized departments after the arrangement.
Project completion date is before December 31.
Roadmap and time for project implementation
- Before December 31, 2024: Agencies and organizations must develop and complete the organizational restructuring project with a submission and draft Decision on restructuring the organizational structure and apparatus and send it to the Department of Home Affairs for review.
- From January 1 to 16, 2025: The Department of Home Affairs coordinates with the Department of Justice and relevant departments and branches to appraise documents, complete dossiers and projects to reorganize the apparatus of departments and branches of the province according to regulations.
- From January 17 to 24, 2025: The Department of Home Affairs reports the appraisal results, develops the province's arrangement project and reports to the Provincial People's Committee, the Party Committee of the Provincial People's Committee, the Standing Committee of the Provincial Party Committee, the Executive Committee of the Provincial Party Committee, and the Provincial People's Council according to regulations.
- In February 2025: The Provincial People's Committee submits to the Provincial People's Council for approval a resolution on specialized agencies under the Provincial People's Committee according to regulations so that the Provincial People's Committee can issue a decision to rearrange and reorganize the structure of agencies and organizations according to its management authority.
