Hai Duong allows the establishment of the Provincial Elderly Association and the District Elderly Association.

The Provincial Association of the Elderly and the District Association of the Elderly are social organizations that gather and unite the elderly in the province, aiming to create conditions for the elderly to live happily, healthily, and usefully for themselves, their families, and society; build model families, exemplary grandparents and parents, and filial children and grandchildren; participate in building and developing the socio-economy, protecting political security and social order and safety in the province.

The Provincial Association of the Elderly and the District Association of the Elderly are established on the basis of conversion from the Representative Board of the Association of the Elderly at the same level; have legal status, their own seal and account; under the management, direction and orientation of the Vietnam Association of the Elderly.

The Provincial Association of the Elderly is under the state management of the Department of Home Affairs, the Department of Labor, War Invalids and Social Affairs and departments and branches related to the association's field of operation.

The District Elderly Association is under the state management of the People's Committees of districts, towns and cities; the Department of Home Affairs and departments and branches related to the association's field of operation.

The Association of the Elderly has only been established at two levels (central and grassroots), with representative boards established at district and provincial levels. On June 23, 2023, the Central Party Secretariat issued Conclusion No. 58-KL/TW on the organization and activities of the elderly in Vietnam, which clearly stated the agreement on the policy of establishing the Association of the Elderly at provincial and district levels in places with sufficient conditions.
