Through review, the Department of Construction forecasts that in 2024, the demand for social housing in Hai Duong province will be about 1,000 units.
The demand for social housing will increase sharply in 2025 with about 4,180 units. In the following years from 2026 to 2029, this demand will be stable at about 2,000 units per year and by 2030, about 2,060 units will be needed.
To meet the social housing needs of people in the province, Hai Duong aims to complete 340 social housing units this year, 1,650 units in 2025, 2,000 units in 2026, 2,190 units in 2027, and 3,000 units each year from 2028 to 2030.
According to the Department of Construction, the implementation of social housing projects still faces many difficulties and obstacles. Currently, the State implements the social housing development model mainly through enterprise projects. Social housing is built on the principle of state support to reduce construction costs. However, despite many preferential policies, investors are not really interested in this type of investment. The reason is that preferential policies on land, finance, credit, and investment have not encouraged economic sectors to participate in social housing construction. Preferential loans for social housing development are still limited, not meeting actual needs. Related administrative procedures are still complicated, unclear, and specific. Some worker housing projects have invested in building housing projects but have not attracted workers to live there due to the lack of essential services, cultural institutions, etc.
