Lasting from now until August 24, 2024, the campaign to provide public digital signatures to people in Ha Tinh province aims to equip 1 of 3 digital assets needed to form digital citizens.
On August 25, the Department of Information and Communications of Ha Tinh province and the National Electronic Authentication Center (NEAC) under the Ministry of Information and Communications jointly launched a campaign to issue public digital signatures to people in the province.
At the event, the Department of Information and Communications of Ha Tinh, together with the Vietnam Digital Signature and Electronic Transaction Club, VNPT-CA, Viettel-CA, FPT-CA, and MISA-CA signed a memorandum of understanding to promote the popularization of digital signatures in the province.
According to the minutes, in the coming time, the Vietnam Digital Signature and Electronic Transaction Club and 4 public digital signature certification service providers (public CAs) will support the Department of Information and Communications of Ha Tinh province to develop policies, communication activities, consulting, and introducing the application of digital signature solutions, especially remote digital signature solutions for Ha Tinh people to use in the province's public services.
The Vietnam Digital Signature and Electronic Transaction Club and the four public CAs also committed to having policies to promote and support users of public digital certification services. Accordingly, Ha Tinh residents will be able to try out the remote digital signature service provided by public CAs who are members of the Club for free, with a package valid for 1 year from the date of issue; applicable to new registrants between August 25, 2023 and August 25, 2024.
In addition to the general policy of free use of personal digital signatures in the form of remote digital signature for all Ha Tinh residents for 12 months when used in public administrative services, 4 public CAs including VNPT, Viettel, FPT and MISA also have special incentives for individuals and organizations in the area.
For example, VNPT reduces 20% of the price of VNPT e-invoice services, electronic social insurance declaration; free 3 months of use with 50 contracts and 500Mb of storage capacity for customers who register to use the trial of VNPT eContract electronic contract certification service.
FPT offers a 20% discount on electronic invoice and digital signature services using Token/HSM until the end of 2023; offers a package of 1,000 FPT eInvoice electronic invoices to businesses that register to use before December 31, 2023; offers a package of 100 FPT eContract electronic contracts to businesses that register to use before December 31 this year...
Viettel offers 1 month of free usage with 20 contracts when customers register to try the vContract electronic contract authentication service, applicable until December 31, 2023; free data for Viettel mobile customers when using the vContract application, also applicable until the end of this year...
Along with the free use of the personal financial management application - MISA Income and Expenditure Book for people, from now until the end of 2023, MISA also gives away the MISA AMIS Office Starter version package for free when businesses register online at amisapp.misa.vn.
Ha Tinh is the 11th locality where NEAC and public police have deployed free personal digital signatures for people to use online public services. Ten provinces and cities have deployed this before Ha Tinh, including: Ba Ria - Vung Tau, Thai Nguyen, Quang Ninh, Yen Bai, Hanoi, Ho Chi Minh City, Binh Duong, Da Nang, Dien Bien, Thua Thien Hue.
With the newly launched campaign, it is expected that in the next year, in addition to being responsible for the districts, public police will also arrange personnel to the province's one-stop shop to guide people in registering for digital certificates and signing digitally when performing administrative procedures on the public service portal.
Emphasizing the importance of bringing people into the digital space soon, Mr. Duong Van Tuan, Deputy Director of the Department of Information and Communications of Ha Tinh province, said: To bring people into the cyberspace, digital citizens are needed. In addition to being equipped with digital skills, digital citizens also need digital assets. In the cyberspace, digital citizens need to have at least 3 important assets including the electronic identification VNeID, digital payment account and digital signature.
“These three digital assets are the conditions to ensure the formation of digital citizens, and are an important legal basis for citizens’ transactions in the digital environment. The purpose of the campaign launched today is to synchronously deploy solutions to equip people with assets to be ready to participate and enjoy information and services in cyberspace,” said Mr. Duong Van Tuan.
The representative of the Department of Information and Communications of Ha Tinh also affirmed that the campaign to issue public digital signatures to people in the province will be implemented comprehensively and nationwide: “In state agencies, there are civil servants and public employees; in the Youth Union, there are union members; in industrial parks and enterprises, there are workers; in the whole society, there are people... All are citizens, all have the need to enjoy essential services, all must be supported to soon bring them to cyberspace in the trend of digital transformation”.
