Hanoi temporarily suspends recruitment and admission of civil servants and public employees

The Chairman of the Hanoi People's Committee has issued Official Dispatch 02 on continuing to promote the implementation of the arrangement and streamlining of the political system's apparatus, including temporarily suspending the recruitment of civil servants and public employees and receiving civil servants and public employees from outside the city.

Accordingly, the Chairman of the City People's Committee requested Directors of Departments, Heads of agencies under the City People's Committee; Chairmen of People's Committees of districts, towns to focus on directing and identifying the arrangement and streamlining of the political system's apparatus as a particularly important task.

Focus on directing and thoroughly grasping, creating high consensus on awareness and responsibility of the entire local political system, especially paying attention to propaganda work, ideological orientation and public opinion. From there, creating high consensus and unity among cadres, party members, civil servants, public employees, workers, and people of all walks of life in the area.

At the same time, focus on leading and directing the implementation of local political tasks; maintain socio-economic development targets, strictly maintain administrative discipline; ensure regular, continuous, uninterrupted operations, without affecting the activities of agencies, units, people and businesses.

Pay special attention to directing land management and construction order management in the area, not allowing the situation of taking advantage of the time to carry out acts of encroachment on public land, illegal change of land use purpose, illegal construction...

Continue to urge and direct the implementation of investment projects in the area to ensure progress, especially key projects. Ensure the progress of land acquisition, site clearance, and resettlement of investment projects in the area.

Timely resolve administrative procedures to serve people and businesses. Focus on directing key projects and urgent tasks to be completed in 2025 assigned by the City People's Committee...

Along with that, the units review, synthesize, and systematize basic local information (history, culture, population, customs, practices, traffic, geography...), and analyze the situation of local organizational structure.

The units also discussed and coordinated with neighboring localities and relevant departments and branches to study and initially propose plans to reorganize some commune-level units when implementing the 2-level local model (provincial and commune levels), ensuring streamlining, efficiency, effectiveness and efficiency; close to the practical situation in the locality, meeting the requirements of tasks in the new period.

Notably, the Chairman of the Hanoi People's Committee requested to temporarily suspend recruitment of civil servants and public employees and the reception of civil servants and public employees outside the city. This does not apply to public service units in the fields of health, education and affiliated enterprises.

Based on their assigned functions and tasks, units shall proactively coordinate with districts, towns and cities in the process of researching plans to reorganize administrative units and reorganize the apparatus in localities, ensuring timeliness and efficiency.
