The investment project to build Me Linh New Urban Area in Me Linh and Van Khe communes, Me Linh district, with implementation progress from 2024-2028, will supplement the housing supply for Hanoi.
The Hanoi Department of Planning and Investment has just announced an invitation for interested investors to submit registration documents for the investment project to build the Me Linh New Urban Area in Me Linh and Van Khe communes, Me Linh district.
The project has a total area of 40.6 hectares. Of which, low-rise residential land is 10.556 hectares (building height 3-5 floors, total 657 apartments); social housing land is 3.52 hectares (10 floors high, total 809 apartments); mixed-use commercial service land is 3.547 hectares (3-9 floors high); service - public construction land is 5.997 hectares; commercial land is 0.201 hectares; green land - water surface is 1.868 hectares; technical infrastructure hub land (parking lot) is 1.169 hectares; traffic land is 13.76 hectares. After completion, the project can serve about 5,060 people.
The preliminary total implementation cost (excluding compensation, site clearance support, and resettlement costs) is VND 2,904.87 billion; the estimated cost of compensation, site clearance support, and resettlement is VND 303.28 billion.
The project's operating period is 50 years from the date the State decides to allocate land, lease land, or change land use purpose to the investor. The implementation progress is from 2024 to 2028. Interested investors who need to register to implement the project must complete the procedures to be granted a digital certificate and submit a registration application on the National Bidding Network. The deadline for submitting the application is August 31, 2024.
According to the Hanoi Housing Development Plan, the city has based on the indicators in the City Housing Development Program for the period 2021-2030 to determine the housing development target for the period 2021-2025, with the average housing area per capita of the whole city at 29.5m2/person (urban areas reach 31m2/person and rural areas reach 28m2/person); the minimum housing area strives to reach 10m2/person.
Total residential floor area is about 44 million m2 of residential floor area. Of which, newly developed social housing is about 1.215 million m2 of residential floor area; preparing to invest in 1-2 independent (concentrated) social housing areas and studying to establish detailed planning for 2-3 areas. The rate of social housing for rent must reach the minimum according to the regulations of the Central Government, and the rent-to-purchase housing must reach at least 10% of the social housing area in the project.
Regarding commercial housing, develop approximately 19.73 million square meters of new housing floor space; in housing construction investment projects, urban areas ensure that the ratio of rental housing reaches at least 5% and rental-purchase housing reaches at least 5% of the total floor area of apartment buildings in the project.
Regarding individual housing, Hanoi City has newly developed about 22.5 million square meters of floor space (about 4.5 million square meters of floor space/year)...
The city will strive to develop housing equal to or greater than the total housing floor area target determined in the Plan; periodically update and adjust the number of projects (add or remove from the list) to suit reality. Investors have reports on the feasibility and progress of project implementation, as a basis for updating the Plan according to regulations.
