Reduce waiting time for medical procedures to a maximum of 15 minutes

Hai Duong Department of Health aims to reduce waiting time for administrative procedures in the sector to an average of 15 minutes per transaction by 2025.

To achieve the above goal, the Department of Health will digitize 100% of previously successfully transacted procedures and documents to connect and share data, striving for 80% of people and businesses not to have to provide documents and papers when handling administrative procedures.
Therefore, it will shorten the time to perform transactions, reducing waiting time from about 20 - 30 minutes to an average of 15 minutes/transaction.

In addition, by 2025, the health sector will integrate 100% of administrative procedures eligible for full-service provision into the National Public Service Portal and provincial public services.

Hai Duong currently has 102 administrative procedures in the health sector. Of these, 97 procedures are under the jurisdiction of the Department of Health, 3 procedures are handled by the district level and 2 procedures are handled by the commune level.
In 2024, the health sector reviewed 44 procedures, proposed to keep 32 procedures, revised 10 procedures to simplify the settlement process, and 2 procedures were not under the authority, designated by the Ministry of Health.

In 2024, Hai Duong health sector received more than 5,000 administrative procedure files. As a result, nearly 97% of the files were processed on time, before the deadline, less than 1% of files were overdue, the rest are in the process of processing.
