Creating change at the grassroots

In 2022, the Inspection Committee of Cam Giang District Party Committee discovered violations by the local government related to land in Cam Phuc commune. Anticipating that the violations were quite serious, the Inspection Committee of the District Party Committee coordinated with the Standing Committee of the District Party Committee to carry out the procedure of transferring the Secretary of the Party Committee of Cam Phuc commune to another unit before conducting an inspection when there were signs of violations; at the same time, mobilizing and rotating 1 comrade of the Standing Committee of the District Party Committee to work as Secretary of the Party Committee of the commune to stabilize the situation at the grassroots level.

After the inspection results, the Party Committee of Cam Phuc commune was disciplined with a reprimand; the former Party Secretary and the commune's land official were disciplined with a warning; the Deputy Secretary and Chairman of the Commune People's Committee were removed from all positions in the Party. After requesting work arrangements for the disciplined officials and officials, the Standing Committee of Cam Giang District Party Committee continued to mobilize and rotate a district-level sector leader to carry out procedures to perfect the position of Chairman of Cam Phuc Commune People's Committee. Comrade Luong Dinh Hien, Standing Deputy Secretary of the Party Committee and Chairman of the People's Council of Cam Phuc commune, said: "The increase in staff in the district, especially having a member of the Standing Committee of the District Party Committee return to the commune, helped the local situation to quickly stabilize. Many tasks also had positive changes, typically the prevention and handling of land violations were carried out resolutely and thoroughly, with no new violations arising".

Practice shows that the work of inspection, supervision and enforcement of Party discipline has been and is making an important contribution to correctly assessing cadres, promptly detecting, correcting and handling shortcomings and violations of organizations and individuals. This is also a measure to proactively prevent and stop the degradation of political ideology, ethics and lifestyle of cadres and party members.

Comrade Nguyen Thanh Nguyen, Chairman of the Inspection Committee of Cam Giang District Party Committee, said that handling and replacing violating officials is not only a warning and deterrent lesson for the locality and unit where the officials work, but also spreads to other localities and units so that the heads of agencies and units must be more responsible and perform their duties and tasks better.

Linking inspection with enhancing staff responsibility

In Hai Duong City, since the beginning of the 2020-2025 term, based on the results of inspection, supervision and enforcement of Party discipline, the City Party Committee's Inspection Committee has proactively made recommendations to competent authorities to improve the effectiveness of management and direct use of cadres and civil servants; transfer information after Party discipline for cases showing signs of violating criminal law to investigation and prosecution agencies. Recently, the City Party Committee's Inspection Committee has coordinated with the Standing Committee of the City Party Committee to consider and handle 3 cases of violations by Party Committees of wards and communes.

Comrade Nguyen Viet Dung, Chairman of the Inspection Committee of the Hai Duong City Party Committee, said that in order to link inspection work with enhancing the responsibility of cadres, the unit has reviewed, adjusted and assigned cadres of the Inspection Committee to monitor Party organizations in terms of leadership, direction and organization of inspection and supervision work, and at the same time regularly supervise cadres under the management of the City Party Committee in that Party organization, especially the role and responsibility of the head. "The Inspection Committee of the Hai Duong City Party Committee also expanded the collection of feedback from cadres, party members and people through dialogues between heads of Party committees, authorities and people; advised on the development and promulgation of a Coordination Regulation between the Inspection Committee of the City Party Committee and advisory agencies assisting the City Party Committee and with Party organizations in the internal affairs sector", Chairman of the Inspection Committee of the Hai Duong City Party Committee Nguyen Viet Dung added.
