Proposal to subsidize 1.6 million VND per month for poor households unable to work in Hai Duong

On the afternoon of July 8, Mr. Luu Van Ban, Standing Vice Chairman of Hai Duong Provincial People's Committee, chaired a meeting to listen to the Department of Labor, War Invalids and Social Affairs report on policies to support the poor in the province.

The Department of Labor, War Invalids and Social Affairs proposes that the subjects receiving monthly social allowances and health insurance support include 2 groups: Being a member of a poor household or a member of a household recognized as having escaped poverty in 6 cases: Being a person with a severe disability or higher who is granted a certificate of disability according to Circular No. 01/2019/TT-BLDTBXH and adjusted according to the replacement, amendment and supplement documents. Having a serious illness according to the provisions of Appendix IV of Decree 134/2016/ND-CP and adjusted according to the replacement, amendment and supplement documents. Having a reduced working capacity of 81% or more according to the assessment conclusion. Having a disease requiring long-term treatment according to the provisions of Circular No. 46/2016/TT-BYT and adjusted according to the replacement, amendment and supplement documents. Being a person under 16 years of age, in one of the following cases: Being infected with HIV/AIDS according to the provisions of law; abandoned; temporarily separated from parents according to the provisions of law; having parents who are dead, missing, or divorced according to the provisions of law; having parents who are in one of the following difficult circumstances (receiving monthly social benefits in the community or being cared for and nurtured at a social assistance facility; serving a prison sentence in a prison or serving a decision to be sent to a compulsory education facility or compulsory drug rehabilitation facility; suffering from a serious illness according to the prescribed list; having a severe disability or higher; having a reduced working capacity of 81% or more; having a disease requiring long-term treatment according to regulations). Being an elderly person aged 60 or older...

The second group to be supported is poor household members who will benefit from the policy under this proposal and will escape poverty in 2025.

The monthly social allowance for rural areas is 1.6 million VND/person, for urban areas is 2.1 million VND/person. In case a person belongs to many supported subjects or is a subject receiving monthly social allowance (according to the provisions of Decree No. 20/2021/ND-CP dated March 15, 2021 of the Government stipulating social assistance policies for social protection subjects or according to provincial policies); monthly social insurance allowance (according to the provisions of the Law on Social Insurance and documents guiding the Law on Social Insurance) or is receiving monthly preferential allowance for relatives of people with meritorious services to the revolution (according to the provisions of the Ordinance on Preferential Treatment of People with Meritorious Services), they will be supported with additional monthly allowance to ensure the total monthly allowance is 1.6 million VND/person for rural areas and 2.1 million VND/person for urban areas.

Support 100% of monthly health insurance premiums for members receiving monthly social benefits under this policy (except for those receiving health insurance support under other policies) after the household is recognized as having escaped poverty with the support level according to current regulations (4.5% of the basic salary).

The total budget for implementing the policy is expected to be more than 118.7 billion VND/year, with the implementation period from January 1, 2025 to December 31, 2025.

Concluding this content, Mr. Luu Van Ban, Standing Vice Chairman of Hai Duong Provincial People's Committee, affirmed that the policy of providing additional monthly support to members of poor households who are unable to work is a humane policy of Hai Duong. He requested the Department of Labor, War Invalids and Social Affairs to coordinate in reviewing to ensure the accuracy of data, correctness of proposed support objects, avoiding overlap, confusion and errors.

The Chairman of the District People's Committee is responsible to the Provincial Party Committee and the Provincial People's Committee for the data in the report, especially the situation of poor households and the results of poverty reduction in the locality; the Department of Labor, War Invalids and Social Affairs is responsible for providing professional guidance to compile statistics and report to the correct groups of beneficiaries.

The Department of Labor, War Invalids and Social Affairs shall preside over and coordinate in advising on the development of a draft resolution on policies to support the poor in Hai Duong province and promptly submit it to competent authorities.

Also at this meeting, Mr. Luu Van Ban, Standing Vice Chairman of Hai Duong Provincial People's Committee, listened to reports from relevant departments, branches, agencies and units on proposed solutions to improve the quality of vocational education associated with job creation at enterprises in the province; results of reviewing and evaluating the implementation of legal regulations on housing construction in urban areas and housing in the province. Reviewed reports on procedures, processes and coordination in granting certificates of ownership of houses and other assets attached to land for organizations, families and individuals (related to construction completion procedures); reported on the granting and re-granting of land use right certificates for households and individuals exercising their rights as land users, difficulties and proposed solutions.
