Lam Dong Department of Finance believes that the implementation of Dai Ninh Urban Area is not feasible, so it proposed to remove the project from the list of key projects in the 2020-2025 period.
In a document sent to the Department of Planning and Investment of Lam Dong province, the Department of Finance said it had received a document requesting coordination in proposing the implementation of key projects and works. Regarding the Dai Ninh Commercial, Tourism and Ecological Resort Urban Area, the Ministry of Finance stated that the Ministry of Public Security's Investigation Police Agency and the Central Inspection Committee are investigating and examining a number of issues related to the project.
At the end of March, the Provincial People's Committee also requested a review and proposed handling of the Dai Ninh project. Accordingly, the Department of Natural Resources and Environment was assigned to reclaim land and the project, based on the Land Law and Investment Law.
Therefore, the Department of Finance assessed that the basis for implementing Dai Ninh Urban Area in the 2020-2025 term is not feasible. This agency proposed to consider removing the project from the list of key projects of the province until 2025.
Previously, a series of Lam Dong provincial and central officials were arrested on charges of accepting bribes in a case related to the Dai Ninh urban area super project. In the case at Van Thinh Phat Group, this project was also mentioned when Capella Group Chairman Nguyen Cao Tri used it to appropriate assets from Ms. Truong My Lan.
In mid-2020, the Government Inspectorate proposed to terminate the operation and reclaim the land of this project based on the results of the inspection of land management, use and construction investment in Lam Dong province.
Dai Ninh Eco-Resort, Tourism and Commercial Urban Area, implemented by Saigon - Dai Ninh Tourism Investment Joint Stock Company, was granted an investment license in December 2010. The project covers an area of nearly 3,600 hectares, of which more than 1,000 hectares are rented forests in 4 communes of Duc Trong district.
The project will operate for 50 years, with implementation progress from 2010 to 2018, with a total investment of more than 25,000 billion VND. However, to date, the project has only built a few temporary structures, while the current state of the forest has been destroyed and encroached on hundreds of hectares.
