In the history of social development in general and modern society today in particular, ethics is the core of culture, formed and developed along with the cultural development process of nations.

For Party and government organizations, ethical standards are considered the most fundamental regulations, serving as the basis for determining the organization's orientation, goals, and aspirations, and determining the qualities, personalities, and capacities of individuals working in that organization.

Currently, cadres and party members are subject to many negative impacts, of which the most direct and strongest impact is the negative side of power. This situation requires the ethical standards of cadres and party members to develop and improve to suit the conditions, circumstances and requirements of the revolutionary cause in the new period.

Our nation is proud to have President Ho Chi Minh - the representative of a noble and shining example of revolutionary morality for our entire Party and people to learn and follow. His ideology, morality and style have been and are the solid spiritual foundation of our Vietnamese social life.

Therefore, in order to effectively and substantially implement the policy of building and rectifying the Party and the political system; resolutely prevent, repel, and strictly handle cadres and party members who have degraded in politics, ethics, and lifestyle, and manifested "self-evolution" and "self-transformation", one of the core and fundamental issues today is to build revolutionary ethical standards for cadres and party members according to Ho Chi Minh's ideology, ethics, and style, taking that as a foundation, creating endogenous strength for each cadre and party member to fight against negative influences, train themselves to do good things for themselves and for society, avoid bad habits, so that our Party is worthy of being ethical, civilized, a leader, a loyal and devoted servant of the people.

In Hai Duong, implementing Conclusion 01 of the Politburo on continuing to implement Directive 05 on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle, the Provincial Party Committee's Propaganda Department issued guidelines for reviewing, supplementing and adjusting ethical standards according to Ho Chi Minh's ideology, morality and lifestyle to meet the requirements in the new situation.

95% of agencies and units in Hai Duong have completed reviewing and supplementing ethical standards according to Ho Chi Minh's ideology, morality and style.

The content of reviewing, supplementing, and adjusting ethical standards is applied flexibly and creatively around 6 basic relationships: Towards the Party and the Fatherland; towards the people; towards work; towards colleagues; towards oneself; towards hostile forces.

Through monitoring and understanding, it is shown that by July 2022, over 95% of agencies, units and localities in the province have completed the review, supplementation, adjustment and publication of ethical standards. The ethical standards according to the specific characteristics of the industry are developed by agencies and units in the province with concise content, printed on beautiful materials, framed, hung in solemn places in offices and agencies (or decorated in the form of billboards, posters, electronic boards...) for cadres, party members, civil servants, public employees and workers to easily observe and implement; announced on mass media for cadres, party members and people to know, monitor and supervise.

In order for the implementation of ethical standards according to Ho Chi Minh's ideology, morality and style that agencies, units and localities have posted, announced and publicized to be effective and effective, localities and units need to develop regulations on the implementation of ethical standards. It is necessary to specify what must be done, what must be avoided, and the sanctions for implementation, clearly stating the level of rewards and penalties. Individuals use this as a basis for implementing the standards and collectives use this as a basis for evaluating the quality of professional capacity as well as the moral qualities of cadres; commend and reward collectives and individuals who implement the standards well and have forms of handling and criticizing individuals who violate, do not implement ethical standards well, and have unhealthy ethical behaviors...

The strict implementation of ethical standards in agencies, units and localities is extremely important, creating a way of thinking, a way of living, regularly, becoming a responsibility and obligation to implement specific standards of the industry and unit along with training personal qualities. The shining examples of ethics of cadres, party members, especially leaders always have a profound and widespread influence on the ethical values ​​of the social community.
