The Committee for Petitions and Supervision recommends that the National Assembly Standing Committee request the Prime Minister to direct the Ministry of Education and Training to inspect and evaluate the implementation of regulations on extra teaching and learning.
On the morning of March 10, the National Assembly Standing Committee discussed the National Assembly's report on people's petitions in February.
Presenting the National Assembly's petition report, Chairman of the Petition and Supervision Committee Duong Thanh Binh said that voters and people trust and expect the drastic directions on implementing the policy of innovation, streamlining the organization of the political system to operate effectively, efficiently and effectively; and on the policy of exempting all tuition fees for students from kindergarten to high school nationwide by the Politburo.
In addition to the highly appreciated results, voters and people are concerned about the increasing trend of juvenile crime; the situation of students violating traffic laws; the inadequate work of drug prevention, students are the subjects easily lured into drug abuse; the situation of air pollution still occurring in big cities with high risk of negatively affecting people's health.
Voters and people are also concerned that cyber fraud is becoming increasingly sophisticated, causing serious economic, social and psychological consequences for individuals, organizations and communities.
A significant number of students do not meet job requirements upon graduation; some lecturers do not teach enough hours, their teaching style and methods are not serious, and need to be addressed by the authorities in the near future.
Regarding the implementation of regulations on extra teaching and learning, the Committee for Petitions and Supervision recommends that the National Assembly Standing Committee request the Government and the Prime Minister to direct the Ministry of Education and Training to strengthen inspection, supervision and evaluation of current moral, cultural and lifestyle education for students; inspect and evaluate the teaching of lecturers at universities; as well as the implementation of regulations on extra teaching and learning to adjust if inappropriate.
With the Ministry of Public Security, the Committee for Petitions and Supervision proposed to strengthen the fight against and prevention of juvenile crimes and have solutions to overcome juvenile crimes; prevent drugs from entering schools.
At the same time, closely coordinate with relevant agencies to strengthen propaganda work, strictly handle cases of students driving motorbikes when underage, and punish vehicle owners who hand over vehicles to underage people.
Commenting on the people's petition report, Chairman of the Delegation Work Committee Nguyen Thanh Hai stated that from the previous people's petition report to this one, many contents have been deployed and implemented effectively by agencies, such as contents related to extra study and extra teaching.
Regarding early admission to universities, according to Ms. Hai, the Ministry of Education and Training has seen the unreasonable points that create injustice in admissions, so it has given strong instructions. "Early admission is also a condition that can create profiteering from extra teaching and learning," Ms. Hai said and cited that teachers who directly teach students have the right to add points to their transcripts, and those points are a condition for admission to universities, which is no different from "designated bidding".
Ms. Hai said that voters are also worried that not having extra classes will affect the quality of exams. However, the Chairwoman of the Delegation Work Committee said that when there are measures and regulations on extra teaching and learning, it has restored the true value of imparting and teaching formal knowledge in the classroom.
“Teachers are responsible for teaching so that the majority of students can achieve good results in exams or better. Of course, good students or students with weak abilities can take extra classes according to regulations,” Ms. Hai stated her opinion and emphasized that the exam questions must not be too difficult, too challenging or require extra classes to be completed.
