Many cadres and party members expressed their satisfaction and high consensus with the determination, viewpoints, goals, tasks and solutions identified in Plan No. 51-KH/TU.
At the provincial-level reporter conference in February 2022, the Provincial Party Committee's Propaganda Department requested to focus on propagating Plan No. 51-KH/TU on promoting Party building and rectification and the political system.
On January 28, 2022, the Provincial Party Standing Committee issued Plan No. 51-KH/TU on implementing Conclusion No. 21-KL/TW dated October 25, 2021 of the Central Executive Committee on promoting Party building and rectification and the political system; resolutely preventing, repelling, and strictly handling cadres and Party members who have degraded in political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation".
According to comrade Nguyen Hong Son, member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee, Plan No. 51-KH/TU closely followed the leadership and direction in Conclusion 21-KL/TW of the Central Executive Committee; at the same time, it identified specific solutions and tasks that were close to the situation and practical requirements of the province, associated with the tasks that the province was focusing on leading and directing in the work of Party building and rectification. Along with 13 key tasks set for Party committees and organizations from the province to the grassroots level, the Provincial Party Committee's Standing Committee clearly defined the responsibilities and tasks of all levels, branches, each agency, unit, and organization in the provincial political system for implementation. "Party committees and organizations in the province need to closely follow the contents of Plan 51-KH/TU of the Provincial Party Committee Standing Committee, launch extensive political activities on Party building and rectification so that each cadre, party member and people in the province can grasp and deeply understand the spirit, new and core contents stated in Conclusion 21-KL/TW of the Central Executive Committee and the solutions and tasks of the province. Based on their functions and tasks, party committees, party organizations and party members need to develop plans to seriously implement Plan 51-KH/TU and Conclusion 21-KL/TW in accordance with the direction and guidance, following the motto "5 clear" to create changes and clear results in the work of Party building and rectification and the political system", emphasized the Head of the Provincial Party Committee's Organization Board Nguyen Hong Son.
Studying Plan 51-KH/TU, comrade Le Van Bang, Deputy Head of the Provincial Party Committee's Propaganda Department, said that in order to seriously and effectively implement the plan, the role and responsibility of the heads of Party committees and organizations at all levels is very important. "In the plan, the Provincial Party Committee's Standing Committee requested to consult on amending, supplementing, and promulgating documents specifying the Party's regulations and rules related to personnel work, including regulations on responsibilities and handling of responsibilities of leaders. To effectively implement Plan 51-KH/TU, it is necessary to promote the role and clearly define the responsibilities of leaders in disseminating, deploying, and implementing. Reality shows that in agencies, units, and localities, where leaders are exemplary and determined, all work of the agency, unit, and locality will have clear changes," comrade Le Van Bang, Deputy Head of the Provincial Party Committee's Propaganda Department, shared.
Many grassroots party members proposed and wished that the implementation, organization, inspection and supervision of the implementation of Plan 51-KH/TU of the Provincial Party Committee Standing Committee should be closely followed up to the Party cells so that the Party's policies can truly be put into practice. Comrade Hoang Van Soat, Party Cell Secretary, Head of Dao Lam Village, Doan Tung Commune (Thanh Mien) expressed his opinion: "I really agree with a requirement of the Provincial Party Committee Standing Committee, which is that the implementation of Conclusion No. 21-KL/TW must create a strong spread among cadres, party members and people. Therefore, it is necessary to attach importance to thoroughly grasping and implementing the plan of the Provincial Party Committee Standing Committee right from the grassroots, promoting the supervisory role of the people in the work of Party building and rectification, building the political system to contribute to quickly putting the Party's policies into practice".
Currently, the Covid-19 pandemic is still complicated, so the study, implementation and dissemination of Plan No. 51-KH/TU are affected. However, Party committees and organizations at all levels need to innovate and be flexible in the form of study, implementation and strengthen inspection and quality assessment right from the research and implementation stages so that the implementation of Plan 51-KH/TU and Conclusion No. 21-KL/TW is truly effective.
