Standing Vice Chairman of Hai Duong Provincial People's Committee Luu Van Ban signed decisions to administratively fine Mr. VTC, VTN (Mr. C's younger brother) and Ms. Ng.Th.L. (Mr. N's wife, all in Ha Bi village, Yet Kieu commune, Gia Loc) a total of 37.5 million VND for the act of harming the health of family members.
Specifically, due to a previous conflict, at around 8:20 p.m. on October 13, 2023, Mr. VTC (born in 1984) walked to his father's house (in the same village) to meet his younger brother and his wife, VTN and Ng.Th.L (both born in 1990). When he saw Ms. L. sitting at the table drinking water in the yard holding a fruit knife, C. approached and hit Ms. L. with a ceramic teapot. After that, C. continued to grab her hair and pull, causing Ms. L. to fall and hit the table.
Ms. L. used a knife to cut Mr. C's right leg and stabbed him once in the left back. Next, Ms. L. picked up a shovel blade from the yard and stabbed Mr. C. in the shoulder.
At the same time, Mr. N. came out of the house and saw what happened, rushed in and punched Mr. C repeatedly in the face.
Ms. Ng.Th.L.'s body injury rate at the time of assessment was 6%, Mr. VTC's was 2%.
For the above acts, Mr. VTC and Ms. Ng.Th.L were both fined 15 million VND, Mr. VTN was fined 7.5 million VND.
On the same day, Permanent Vice Chairman of Hai Duong Provincial People's Committee Luu Van Ban also signed a decision to administratively fine Mr. Ng.VT (born in 1960, in Thung Do village, Doan Thuong commune, Gia Loc) 15 million VND for causing injury to a family member.
At 12:30 p.m. on January 9, 2024, Mr. T. injured his wife, Ms. Ng.Th.Ng.
