At the Conference, delegates focused on discussing and giving opinions on the Report summarizing 5 years of implementing Resolution No. 24-NQ/TW dated April 16, 2018 of the Politburo on Vietnam's National Defense Strategy; Conclusion No. 31-KL/TW dated April 16, 2018 of the Politburo on Vietnam's Military Strategy and the Report proposing the policy of continuing to train civilians at some military training facilities.

General Phan Van Giang acknowledged and highly appreciated the responsibility of the Standing Agency and the Editorial Team in overcoming difficulties, closely coordinating, thoroughly grasping and implementing the working regulations and instructions of the Central Military Commission Standing Committee, the Plan of the Ministry of National Defense on the 5-year review of the implementation of Resolution No. 24-NQ/TW of the Politburo on Vietnam's National Defense Strategy; 5 years of implementing Conclusion No. 31-KL/TW of the Politburo on Vietnam's Military Strategy to ensure seriousness, timeliness and effectiveness. General Phan Van Giang assigned the Standing Agency to direct the reception of the Central Military Commission's opinions at the Conference to promptly complete the preliminary dossier; coordinate well in preparing for the Conference to review key cadres of the entire army (scheduled to be held in November 2023); synthesize the content, complete the Report and report to the Central Committee within the prescribed time.
Regarding the proposal for the policy of continuing to train civilians at some military training facilities, General Phan Van Giang stated that the Central Military Commission agreed on the policy of reporting to the Central Committee and the Government to allow some military training facilities to continue enrolling and training civilians in some key, dual-use, specialized, and strong fields that society needs to serve the cause of industrialization and modernization of the country; assigning the Standing Committee of the Central Military Commission to direct the General Staff to develop a project and complete the documents to report to competent authorities for consideration and decision.
